A. 
No billboards, signs, posters or banners or other similar advertising devices of any kind or description, hereinafter referred to as signs, shall be erected or maintained in the Incorporated Village of Lake Success until an annual permit therefor shall have been issued by the Village Clerk, after approval by the Board of Trustees.
B. 
Such annual permit shall cover the period of January 1 to December 31 of each and every year.
C. 
Application for sign permits shall be on a form supplied by the Village Clerk, and thereon each applicant shall set forth plans, specifications, dimensions, material and details of construction of the proposed sign, accompanied by the written consent of the owner and lessee of the property upon which it is to be erected or maintained.
D. 
The annual fee for each sign shall be paid in accordance with the Schedule of Fees adopted by the Board of Trustees.[1]

The Board of Trustees will not grant permits for the erection or maintenance of signs that are deemed by the Board of Trustees to be offensive, dangerous or detrimental to the character of the neighborhood in which such signs are proposed to be erected and/or maintained. Such permit shall be further conditioned upon the applicant for the sign, keeping the said sign and the premises upon which same shall be erected or is maintained clean, inoffensive, in a safe manner, in good repair and free and clear of all obnoxious substances in the vicinity of such sign. The structure shall be of design and material to adequately and safely support the sign so that there will be no danger of the sign falling. No sign attached to the front or side of a building shall be permitted other than a flat sign flush against the building. No signs or marquees, with or without signs, which project beyond the property line will be permitted.
The provisions of this article shall not apply to any one sign, upon a single lot within the limit of the Village, not exceeding four square feet in size, bearing the name of the owner or occupant or a notice against trespassing or advertising the premises "for sale" or "for rent."
No person shall erect, construct, maintain or use any artificially illuminated sign, billboard or other advertising medium in the Village of Lake Success (except illuminated globes on top of gasoline pumps) within 50 feet of any street, park or other public place, or in any vacant lot or on the exterior of any building, or in the interior of any building within six feet of any window and visible from any street, unless the same is illuminated by constant incandescent light and is not illuminated after 11:00 p.m.
