The inclusion of a district devoted exclusively to hospital use (hereinafter designated the R-O-H District) as part of the comprehensive plan of land use embodied in this chapter is in accord with the development policy of the Village of Lake Success as more specifically set forth in § 105-92.
The R-O-H District shall be that area within the Village of Lake Success bounded on the north by the southerly line of the R-O District, designated in the ordinance adopted September 16, 1963, as Article VI-A-3,[1] bounded on the east by Lakeville Road, bounded on the south by property of St. Philip and St. James Episcopal Church and bounded on the west by the Queens-Nassau boundary line.

Only such hospital use as may be approved by the Village of Lake Success Board of Trustees, upon recommendation of the Planning Board, as being in compliance with the development policy of the Village as hereinabove referred to shall be permitted upon condition that such use shall comply in all respects with the performance standards and regulations hereinafter set forth.
The performance standards set forth in §§ 105-95 and 105-97 through 105-107, inclusive, of the Village Building Zone Ordinance are hereby incorporated by reference and are made applicable to the R-O-H District.
All residential, commercial and industrial uses shall be prohibited in the R-O-H District for the reasons that they are inappropriate, not in harmony with the development policy of the Village, in conflict with the purposes of establishing an R-O-H District and tend to create an influx of traffic at inappropriate times.
Sections 105-134 and 105-135, inclusive, of the Village Building Zone Ordinance are hereby incorporated by reference and are made applicable to the R-O-H District.
Minimum plot areas shall be two acres. If more than one structure is erected on the plot, the space between structures and the location thereof shall be subject to the approval of the Planning Board.
A. 
Buildings and structures on any plot in the R-O-H District shall not cover more than 15% of the area of the plot.
B. 
For calculation of areas covered by buildings under Subsection A of this Article, the plan dimensions of buildings at grade shall exclude all projections, such as exterior vestibules, canopies, fixed awnings and any other above-grade projections.
A. 
Front yard. The front yard of all structures in the R-O-H District shall abut Lakeville Road. No front yard shall be less than 100 feet in depth.
B. 
Side yard. Each side yard depth shall not be less than 70 feet from the southerly line of the R-O-H District and not less than 100 feet from the northerly line of the R-O-H District.
C. 
Rear yard. Rear yard depth shall not be less than 70 feet from the nearest point of the Queens - Nassau County boundary line.
D. 
Method of measurement. All setback dimensions shall be measured from the property line of the plot to the nearest point of the building measured at grade.
Regulations with respect to height of building and exception from height limitation set forth in §§ 105-140 and 105-141 of the Village Building Zone Ordinance are hereby incorporated by reference and are made applicable to the R-O-H District.

No building shall be erected, nor shall any building be structurally altered so as to increase the gross floor area, nor shall any building be converted for a more intensive use in the R-O-H District, unless there shall be provided not less than one qualified off-street parking space meeting the requirements of Article XXI hereof for each 150 square feet of floor area, or additional fraction thereof, as "floor area is defined in § 105-207 hereof.
A. 
Screening. Effective evergreen landscape screening at least 10 feet in height and at least 15 feet in depth shall be provided and maintained throughout the year on the southerly boundary of the R-O-H District.
B. 
Landscaping.
(1) 
The front area of the building shall be landscaped in accordance with Planning Board requirements. Along the north side and rear lines of the plot, deciduous trees at least five inches in diameter at the base of the trunk shall be planted, spaced approximately 50 feet apart, or a line of ornamental flowering trees at least three inches in diameter at the base of the trunk shall be set at twenty-five-foot intervals or other suitable landscaping plan approved by the Planning Board. The building shall be surrounded by acceptable foundation shrubbery.
(2) 
The remaining area of the plot not occupied by building area, parking areas, vehicular access, sidewalks and landscape screening shall be a well-maintained lawn or a landscaped planting design appropriate to the predominantly low-density residential character of the Village.
(3) 
All lawns hedges, trees and shrubs shall be maintained in healthy, luxuriant condition at all times (winter foliage excepted) according to the highest horticultural standards usual to the nursery trade.

B. 
Article XIX of this chapter, as amended, is herewith further amended so that it will conform to this Article.
