The provisions of this article shall not apply
to any building for which a certificate of occupancy has heretofore
been issued. Said provisions shall apply to any premises changed in
use or a building built, enlarged or changed in use after said sections
take effect, except that an existing building may be rebuilt for continuance
of a use which is the same as or similar to that preexisting without
regard to the provisions of said sections.

A. No use shall be maintained in the Village unless the

B. Notwithstanding the above, whenever an existing building
shall be structurally altered or added to in an amount less than 10%
of its total area, only that portion of the area of the existing building
which has been structurally altered or added to need comply with the
foregoing off-street parking requirements.
C. All off-street parking shall consist of parking stalls
paved to specifications of the Village or garage facilities or a combination
of both, together with a direct means of access thereto from the public
street.
D. All off-street parking stalls shall be at least nine
feet wide by 20 feet long. All off-street parking stalls shall be
located a minimum of two feet from any property line.
There shall be provided on the same lot with
any building or premises hereafter erected or altered or dedicated
to the following uses, space for off-street loading or unloading of
vehicles, together with access thereto from a public street, of sufficient
size to comply with this section. A single unloading space is considered
to be a space 10 feet wide and 30 feet long, or 300 square feet. Such
space shall be provided as follows:
A. Retail business buildings. Retail business buildings
with floor area of over 4,000 square feet shall provide off-street
loading spaces as follows: one space for each two employees or 400
square feet, whichever is greater.
B. Wholesale or industrial buildings. Wholesale establishments,
storage buildings, coal yards, lumberyards, oil tank yards and industrial
buildings of over 4,000 square feet shall provide loading spaces as
follows: one space for each two employees or 400 square feet of floor
space, whichever is greater.
Where a particular use in any district is permitted
only if a special exception is granted by the Zoning Board of Appeals,
such Board as a condition of granting such permission may require
such off-street parking or loading facilities as are deemed necessary
to ensure that the use being made of the premises will not cause undue
traffic congestion in the streets. In making any such requirement,
the Board shall be guided by the requirements set forth herein, and
a requirement of one space for each two employees or each five occupants
using any building in the usual course of business shall be deemed
adequate unless special circumstances justify deviation.
No permit or certificate of occupancy shall
be issued with respect to any building or premises as to which any
off-street parking facilities are required by this article unless
such facilities are provided for in the plans and constructed accordingly.
In the event that any individual, firm or corporation desires to construct
buildings for the purposes set forth herein and sufficient land is
not available for parking facilities, application for a variance shall
be made, and said Zoning Board of Appeals may reduce the off-street
parking requirements which would otherwise be required hereunder.
