The Board of Review shall consist of the Village
President, a Board member appointed each year after the regular Village
election by the Village President and a citizen of the Village of
Greendale appointed by the Village President and approved by the Village
Board. The members of the Board of Review shall receive such compensation
as shall be fixed by the Village Board by ordinance or resolution.
(1)
Filing and electronic transmission. Filing documents with the Clerk
of the Board of Review may be accomplished in person, by mail, by
facsimile transmission or by e-mail transmission. In each case the
document is not deemed to be filed until, and it is only deemed to
be filed if, it is complete and (i) it is actually received by the
Clerk in-hand, in the case of in-person delivery, mail or facsimile;
or (ii) it is opened by the Clerk, in the case of email. No document
transmitted by facsimile transmission or by email transmission while
the Board of Review is in session shall be deemed filed with the Clerk
during the session. Any message left orally by telephone voice recording
or other electronic means, similarly, is not deemed to be received
until such message is actually heard by the Clerk. The party transmitting
the document or message is solely responsible for ensuring its timely
and complete receipt and filing.

(1)
Composition. The Plan Commission shall consist of the Village President,
two members of the Village Board and five Village residents.
(2)
Citizen members. Citizen members of the Plan Commission shall be
persons of recognized experience and qualifications. They shall receive
no compensation for services on the Commission.
(3)
Appointments. The members of the Commission who are members of the
Village Board shall be elected by a majority vote of the Village Board
each April. Four citizen members shall be appointed by the Village
President and confirmed by the Village Board with staggered three-year
terms, so that one citizen member is appointed mutually during April.
A fourth citizen member shall be appointed annually by the Village
President and confirmed by the Village Board in April of each year
to hold office for a term of one year. All appointed terms shall commence
on May 1 of the year the appointment is made, or immediately upon
appointment and qualification, whichever occurs last.
(4)
Powers and duties. The Village Plan Commission shall have such powers
and perform such functions as are provided in § 62.23, Wis.
Stats.
(1)
Composition. The Zoning Board of Appeals shall consist
of five members appointed by the Village President, subject to confirmation
by the Village Board, for three-year terms. Of those first appointed,
one shall serve for one year, two for two years and two for three
years. The Village President shall appoint for staggered terms of
three years two alternate members of such Board in addition to the
five members above provided for. Annually the Village President shall
designate one of the alternate members as first alternate and the
other as second alternate. The first alternate shall act with full
power only when a member or the Board refuses to vote because of conflict
of interest or when a member is absent. The second alternate shall
so act only when the first alternate so refuses or is absent or when
more than one member of the Board so refuses or is absent. The appointments
shall commence on May 1 of the year appointed. The provisions contained
herein with regard to removal and filling of vacancies shall apply
to such alternates.

(2)
Compensation. Members of the Zoning Board of Appeals
shall serve without compensation.
(3)
Removal. Members of the Zoning Board of Appeals shall
be removable by the Village President only for cause upon written
charges and after public hearing.
(4)
Rules of procedure. The Zoning Board of Appeals shall
adopt such rules as may be required to carry out its duties and administer
the provisions of § 62.23(7)(e), Wis. Stats.
(5)
Powers and duties. The Zoning Board of Appeals shall
have the powers and duties enumerated in § 62.23(7)(e),
Wis. Stats.

(1)
Appointment and term. The Police and Fire Commission
shall consist of five citizens appointed by the Village President
for a term of five years commencing on May 1. Initially one member
shall be appointed for a term of five years, one member for a term
of four years, one member for a term of three years, one member for
a term of two years and one member for a term of one year. Thereafter
each member shall be appointed for a five-year term and until his
successor is appointed and qualifies. The members of the Commission
shall serve without compensation. Appointments to the Police and Fire
Commission shall be subject to the approval of the Village Board.
(2)
Powers and duties. The Police and Fire Commission
shall have the duties and powers prescribed by state statutes.
(3)
Records. The Police and Fire Commission shall keep
a record of all of its proceedings.
The Public Utility Commission shall consist
of the Village President and members of the Village Board.
The Board of Electrical Examiners shall consist of a member of the Village Board, the Director of Inspection Services, a member of the Fire Department, an electrical contractor who is a Village resident and a registered voter residing in the Village. The Board member shall serve only as long as he is a member of the Village Board. The regular term of office shall be five years beginning May 20 in the year of appointment. See also § 16.13 of this Code.

(1)
Composition. The Public Celebrations Committee shall consist of such
members as shall be appointed by the Village President subject to
the approval of the Village Board. The Committee shall consist of
13 voting members. The Public Celebrations Committee may establish
standing subcommittees which will be appointed by the Committee. The
appointments shall be made for one year commencing on May 1 of the
year appointed.
(2)
Officers. The Village President shall appoint a Chairperson
or Co-Chairpersons. The Committee shall annually elect from its members
persons to serve as Secretary.
(3)
Committees. There shall be appointed to operate under
the supervision and direction of the Public Celebrations Committee
such general committees as deemed advisable.
(4)
Powers and duties. The Public Celebrations Committee
shall be responsible for arranging, planning, organizing, coordinating,
and reviewing all Village holidays and public celebrations, including
but not limited to the Garden Gazers walking tour, Fourth of July,
Village Days, the Halloween parade, the Village holiday tree lighting
ceremony, Winterfest and such other celebrations and matters as may
be referred by the Village Board. The Committee shall review said
celebrations' use of public property and forward a recommendation
to the Board of Trustees for the use of said public property.
(a)
The Public Celebrations Committee shall seek private
and corporate sponsorships/donations to offset the costs of conducting
said celebrations. All such sponsorships/donations shall be made to
the Village of Greendale and accounted for by the Village Treasurer.
Any and all sponsorships/donations shall only be used in the manner
approved by the Village to offset the costs of conducting public celebrations.
(b)
The Village Board retains the ultimate power to approve
all celebrations in their final form.
(5)
Officers and committees to be agents of the Village. All celebrations shall be under the auspices and responsibility of the Village, and the Committee members and workers shall be considered agents of the Village for purposes of liability insurance. However, any individuals/groups participating in a public celebration as defined in Subsection (4) shall be required to provide the Village with evidence of insurance coverage naming the Village as an additional insured with limits to be determined by the Village Treasurer.
(6)
Compensation. The members of the Public Celebrations
Committee shall receive no compensation for their services.

(1)
Composition. The membership of the Park and Recreation
Committee shall be as follows:
(a)
A Village Board member appointed by the Village Board
President and confirmed by the Village Board.
(b)
A Board of Education member appointed by the Board
of Education President and confirmed by the Board of Education.
(c)
Three citizens, one of whom shall represent the interest
of senior citizens of the Village of Greendale, appointed by the Village
Board President and confirmed by the Village Board.
(d)
Three citizens, one of whom shall be a youth of the
Village of Greendale, appointed by the Board of Education President
and confirmed by the Board of Education.
(e)
One citizen of the Village of Greendale who shall
be recommended for appointment by a majority vote of the Park and
Recreation Committee, appointed by the Board of Education President
and confirmed by the Board of Education.
(f)
The Park and Recreation Director will serve as an
ex officio member and provide administrative support.
(2)
Term. The term of the members of the Park and Recreation
Committee shall commence on May 1 in the year of their appointment
and shall be for a one-year term, ending on April 30 of the following
year. Members appointed at mid term will fulfill the remainder of
the available term for the vacant position being filled.

(3)
Officers. The Chairperson shall be elected annually
by a majority vote of the Park and Recreation Committee at the first
meeting commencing after July 1.
(4)
Functions and duties. The Park and Recreation Committee
shall be an advisory committee, involved in planning and coordinating
park and recreation programs and activities for all citizens of the
Village of Greendale. In accordance with this advisory capacity, the
Park and Recreation Committee shall:
(a)
Participate in the interview process for the employment
of a Park and Recreation Director. The Park and Recreation Director
shall be responsible to the Superintendent of Schools or his/her designee
for the performance of his/her duties.
(b)
Provide advice to the Park and Recreation Director
in the selection of additional personnel as deemed necessary by the
Park and Recreation Director to operate programs and facilities as
established in the budget of the Park and Recreation Department and
as approved by the Board of Education.
(c)
Review the annual budget of the Park and Recreation
Department, as prepared by the Park and Recreation Director for submittal
to the Board of Education for the Board's approval.
(d)
Provide advice for changes in programming deemed necessary
within the Park and Recreation Department's budget as approved by
the Board of Education.
(e)
Upon request, advise the Village Board and/or Board
of Education in all matters pertaining to the acquisition, laying
out, control, supervision and charge of all public parks and/or school
playgrounds.
(f)
Meet regularly, for a minimum of six times per year,
with meetings scheduled as necessary, follow Robert's Rules of Order,
maintain minutes of meetings, and perform the responsibilities of
the Park and Recreation Committee as outlined in this policy.
(g)
Submit reports of its activities, operations and financial
status to the Board of Education upon request.
(h)
Advise the Park and Recreation Director and establish
rules and regulations for programs and facilities under the Park and
Recreation Department's jurisdiction within the policies set forth
by the Board of Education and/or Village Board.
(i)
Make recommendations to the appropriate Board concerning
the purchase, lease, exchange, or receipt by gift of recreational
and park equipment and facilities.
(j)
Advise the Park and Recreation Director in the development
of and regularly review a long-term/strategic plan for the Park and
Recreation Department.
(5)
Fiscal agent. The Board of Education is the fiscal
agent for the Park and Recreation Committee. All rules and regulations
governing the methods of accounts, signatories and other related matters
shall be approved by the Board of Education.
(6)
Budget. Programs and projects of the Park and Recreation
Department shall be funded by the Greendale School District and to
a limited extent by the Village Board based on an annual budget approved
by the Board of Education. The Park and Recreation Committee shall,
not later than March 1 of each year, review an annual budget for the
Park and Recreation Department for submittal by the Park and Recreation
Director to the Board of Education for its approval. Upon approval,
the Greendale School District shall provide for all program and project
costs in its budget submitted to its annual meeting. Not later than
January 30, the Village Board shall pay to the Greendale School District
its share of the fiscal budget. Final adjustments will be made as
soon as possible after the books are closed at the end of the fiscal
year, which shall be from July 1 to June 30. The Board of Education
and Village Board agree to provide and maintain current park and recreation
or similar facilities and maintain park and recreation priority scheduling
for said facilities at no cost to the Park and Recreation Department.[1]

(7)
Compensation. The members of the Park and Recreation
Committee shall receive no compensation for their services.

Historical Commission. Initial appointment shall be as follows: two
members for one year, two members for two years, and three members
for three years. Thereafter, all appointments shall be for three years.
A ninth member, who shall be a Village Board member, shall be appointed
by the Village President to serve for a term of one year but shall
not be eligible to hold office on the Commission. The nine members
of the Commission shall select their own President, Vice President,
Secretary and Treasurer who shall serve one-year terms.

(2)
Duties. The Greendale Historical Commission shall
coordinate, preserve and care for all records, both printed and written,
and any other materials with historic interest illustrative of the
history of the Village and shall establish an affiliated local historical
society pursuant to § 44.03, Wis. Stats.
The Department of Public Works shall have general
charge of streets, walks, pools, highways, alleys, streetlighting,
public buildings, public areas, parks, playgrounds and other recreational
facilities, sewers, removal of ice and snow, collection and disposal
of ashes, garbage and refuse, and the equipment and material used
in connection with the foregoing, and such other duties and powers
as the Village Board or the Village Manager may by appropriate action
delegate or assign to it from time to time.
(1)
Composition. The Library Board shall be composed of
seven members appointed by the Village President, subject to the approval
of the Village Board. The Village President shall appoint as one of
the members a school district administrator or his/her representative
to represent the Greendale School District. Not more than one member
of the Village Board shall at any one time be a member of the Library
Board.

(2)
Term. Each regular appointment shall be made for a
term of three years. The appointment term shall commence on May 1
of the year appointed.

(3)
Duties. The Library Board shall have the powers and
duties set forth in Ch. 43, Wis. Stats.
(4)
Officers. The members of the Library Board shall organize
by the election from among their number of a President and such other
officers as they deem necessary.
(5)
Compensation. No compensation shall be paid to the
members of the Library Board for their services but they may be reimbursed
for their actual and necessary expenses incurred in performing their
duties outside the Village if so authorized by the Village Board.
(6)
Meetings. The Library Board shall meet at least once
every three months or more at the call of the President.
(7)
Library book regulations.
(a)
No person shall fail to return any book, periodical,
pamphlet, audio-visual material or other property belonging to or
in charge of the Greendale Public Library. Any person who borrows
or takes any such property from the Public Library shall be deemed
to have violated this section when he fails to return such property
on or before the due date and after the Public Library or its agent
shall mail, by ordinary mail to the person at the address at which
he is registered with the library, a notice indicating that such failure
constitutes a violation of this section.
(b)
No person shall mar, deface or in any other way damage
or mutilate any book, periodical, pamphlet, audio-visual material
or other article or property belonging to or in charge of the Public
Library.
(c)
No person shall remove from the Public Library any
book, periodical, pamphlet, audio-visual material or other article
or property without first having it charged as provided by the rules
and regulations of the Public Library.
(d)
Where there is more than one book, periodical, pamphlet,
audio-visual material or other article or property involved in any
violation, each such item shall constitute a separate offense. The
Municipal Judge may suspend payment of all or any portion of the forfeiture
imposed if the person convicted of such offense makes restitution
in full to the Library Board for any damage or mutilation or returns
such item or items to such Library Board within 15 days of conviction.
(1)
In order to ensure fair play and due process in the administration of the affairs, ordinances, resolutions and bylaws of the Village, the Village Board hereby declares that the provisions of Ch. 68, Wis. Stats., relating to municipal administrative review procedure shall be in full force and effect in the Village except as provided in Subsection (4).
(2)
All officers, employees, agents, agencies, committees,
boards and commissions of the Village shall comply with the requirements
of Ch. 68, Wis. Stats., and shall conduct initial administrative reviews
of their own determinations in accordance with § 68.09,
Wis. Stats., upon filing of a proper written request therefor.
(3)
The Administrative Review Board shall consist of seven
members who shall hear appeals from initial administrative determinations
or decisions of officers, employees, agents, agencies, committees,
boards and commissions of the Village filed in accordance with § 68.10,
Wis. Stats., and make a final determination thereon. In conducting
administrative review hearings and making final decisions the Board
shall be governed by the provisions of §§ 68.11 and
68.12, Wis. Stats. The Administrative Review Board shall consist of
the Village President and six Board members. The Village President
shall serve as Chairperson of the Board. The Board may adopt rules
for the conduct of hearings consistent with § 68.11, Wis.
Stats.
(4)
The provisions of this section shall not be deemed
to repeal or supersede the provisions of any other ordinances in conflict
herewith or providing other procedures for review of administrative
determinations within the Village except when otherwise specifically
provided in such ordinance.

(1)
Composition. The Village President shall, with the
confirmation of the Village Board, appoint five persons as Commissioners
of the Authority. No Commissioner may be connected in any official
capacity with any political party, nor shall more than two be officers
of the Village.
(2)
Duration. The Commissioners who are first appointed
shall be designated by the Village President to serve for terms of
one, two, three, four and five years, respectively, from the date
of their appointment. Thereafter, the term of office shall be five
years. Vacancies shall be filled for the unexpired term in the same
manner as other appointments.
(3)
Powers and duties. The Housing Authority shall have
such powers and perform such functions as are provided in §§ 66.1201
through 66.1211, Wis. Stats.

(1)
The Village Board of the Village of Greendale specifically
finds and declares that there is a need for blight elimination, slum
clearance, urban renewal and community development programs and projects
and housing projects in the Village of Greendale.
(2)
The Community Development Authority of the Village
of Greendale (CDAVG) is hereby created pursuant to § 66.1335(1),
Wis. Stats.
(3)
The Community Development Authority shall have such
powers and perform such functions as are provided by § 66.1335,
Wis. Stats., which statute is hereby incorporated by reference.
(4)
The Village President shall, with the confirmation
of the Village Board, appoint seven resident persons having sufficient
ability and experience in the fields of urban renewal, community development
and housing as Commissioners of the Community Development Authority.
(a)
Two of the Commissioners shall be members of the Village
Board and shall serve during their term of office as Board members.
(b)
The first appointment of the five non-Board members
shall be for the following terms: two for one year and one each for
the terms of two, three and four years. Thereafter the terms of non-Board
members shall be for four years and until their successors are appointed
and qualify. Vacancies shall be filled for the unexpired term as provided
in this section. The appointment terms shall commence on May 1 of
the year appointed.

(5)
A certified copy of this section shall be immediately
transmitted to the Village President and filed with the Village Clerk-Treasurer.

members as shall be appointed by the Village President subject to
the approval of the Village Board. The Children's Garden Committee
may establish standing subcommittees which will be appointed by the
Committee. The appointments shall be made for one year commencing
on May 1 of the year appointed.

All such sponsorships/donations shall be made to the Village of Greendale
and accounted for by the Village Treasurer/Finance Director. Any and
all sponsorships/donations shall only be used in the manner approved
by the Village to offset the costs of conducting public celebrations.
(b)
