The costs of towing passenger cars and trucks, to be paid to and received by any authorized towing service or approved pound keeper, shall be due upon a vehicle being "hooked" and removed from the premises and shall not exceed the amounts set forth in §§ 262-2 and 262-3.
A. BOARD OF COMMISSIONERS DAY HOOKING LICENSE REGISTRATION DATES NIGHT STORAGE DAY SUPERINTENDENT OF POLICE TOWNSHIP TOWNSHIP MANAGER
Definitions. As used in this chapter, the following terms shall have the meanings indicated:

The governing body of Radnor Township.
Anytime between the hours of 7:00 a.m. and 6:00 p.m., Monday through Friday.
Having at least two wheels of the towed vehicle lifted from the ground.
Applications for private and/or duty towers will be available on the Township website. Open registration for all towers shall be November 1 through December 31. All licenses shall be mailed out in the third week of January. Private tow licenses shall be good for one year, and duty tow licenses shall be good for four years. During the calendar year, a tower may be issued a license, provided a complete application is provided and approved and the license fee is paid. Such partial-year license shall be effective through the remainder of the calendar year.
All other times not meeting the definition of "day."
A twenty-four-hour period, commencing at the time the vehicle is actually placed into storage (i.e., a vehicle placed in storage at 11:00 p.m. would be charged, at minimum, one-day storage for the time up to the twenty-four-hour period ending at 11:00 p.m. the following night.)
The chief administrative officer of the Police Department.
The Township of Radnor.
The chief executive officer for the Township appointed by the Board of Commissioners.
B.
Hooking fees:

In all instances, when a vehicle is hooked and the owner/operator returns prior to the vehicle being moved, tow operators shall charge no more than a hooking fee of $95 and immediately release the vehicle to its owner.

If the owner/operator is unable to pay the hooking fee, the tow operator has the option of towing the vehicle to an impound facility or releasing the vehicle to the owner/operator and issuing a written bill at the scene. Tow operators are encouraged to allow vehicle owners/operators 15 minutes to obtain funds to pay hooking fees before towing the vehicle to an impound facility.

Owners/operators of hooked vehicles shall not engage in disorderly conduct or sit in the hooked vehicle to prevent its removal.
