A. 
The regulations and restrictions and the map[1] constituting a part of this chapter, and the boundaries of districts shown thereon, may be from time to time amended, modified, changed or repealed after notice and public hearing as provided by law.

B. 
Amortization of zone changes. On all zone changes heretofore granted pursuant to provisions of this Zoning Chapter and on all zone changes hereafter granted, the Director of Planning and Development shall review the use status of the premises involved at the expiration of 18 months from the date of granting said zone change, and if the Director of Planning and Development finds that no building permit or certificate of occupancy or application for final approval of subdivision plat has been applied for and granted for the proposed use, as represented in the application for such change of zone, the Director of Planning and Development shall report such matters to the Town Clerk for placement on the agenda of the next Town Board meeting and to the Chairman of the Planning Board of the Town of Salina for reevaluation and possible reclassification, in order that projected uses may be made more compatible and consistent with the Master Plan and Comprehensive Plan of the Town of Salina and with growth patterns and developments throughout the Town, excepting, however, that if the Director of Planning and Development finds that the owner of such premises has commenced substantial initial use consistent with the projected use, a six-month stay of such reevaluation proceedings may be made.
A. 
Any regulations or restrictions herein contained and the Zoning Map[1] forming a part of this chapter, and the boundaries of any district shown thereon, may, from time to time, be amended, supplemented, changed, modified or repealed by the Town Board of the Town of Salina, upon its own motion or upon petition and after public hearing. Any person owning real property within the Town of Salina and outside of any incorporated village therein may petition the Town Board of the Town of Salina for a change of zone of his said land, or any part thereof, and may be heard at a public hearing in favor of or in opposition to any change of zone. The Town Board may decline to call a public hearing in any case where the Town Planning Board recommends denial of the zone change petition.

B. 
Notice of time and place of such hearing shall be published in a paper of general circulation in the Town of Salina and posted as required by the Town Law of the State of New York.
