At any time after the expiration of 30 days from the date of billing for water services, the Village shall have the right to shut off water service to any consumer who shall not have paid such bill within said period of 30 days, together with penalty thereon at the rate of 10% per annum from the date of expiration of such period. The Village shall have the right at all times to shut off water service for violation of or failure or refusal by any consumer to comply with the revised and amended rates, rules and regulations of the municipal waterworks of the Village, as adopted by resolution of the Board of Trustees on January 17, 1938, or as the same may be revised, altered or amended by the Board of Trustees from time to time.[1]
