No person shall maliciously, willfully or negligently break, damage, destroy, uncover, deface or tamper with any structure, appurtenance or equipment which is a part of the improvement sewerage works. Any person violating this provision shall be subject to immediate arrest under charge of criminal mischief.
A. 
The Village Engineer, employees of the United States Environmental Protection Agency and the New York State Department of Environmental Conservation, and duly authorized employees of the Village, bearing proper credentials and identification and having a reason for inspection, shall be permitted to enter upon all properties for the purposes of inspection, observation, measurements, sampling and testing, in accordance with the provisions of this chapter. The Village shall have the authority to enforce industrial pretreatment standards promulgated by the United States Environmental Protection Agency pursuant to Section 307 of P.L. 92-500.
B. 
The Village Board shall appoint a Superintendent for the improvement who shall have such duties and responsibilities for the management and operation of the improvement as the Village Board may from time to time establish.

A. 
A violation of any provision of this chapter or rule or regulation hereunder is hereby declared to be a violation punishable by a fine not to exceed $250 or to be imprisoned for a term not exceeding 15 days, or both, for each violation. Each day a violation shall continue shall be deemed a separate offense. In addition, the offender shall be liable to the Village of Saugerties for a civil penalty of $200 for each violation. Upon a subsequent conviction within two years of a prior conviction, the violation is hereby declared to be a violation punishable by a fine not to exceed $1,000 or to be imprisoned for a term not exceeding 90 days.
B. 
An action or proceeding may be maintained in the name of the Village in any court of competent jurisdiction to compel compliance with or to restrain by injunction the violation of any provision of this chapter.
C. 
The Village Board may, at any time, in its discretion stop and prevent the discharge into the system of any substance deemed by it likely to injure the system or any pertinent part thereof or to interfere with the normal operation of the system or any pertinent part thereof, and the Board may at any time, without notice and without liability, obligation or recourse, severe the building connection or drain from the system through which the detrimental substances are discharged. Upon proof of the abatement of the detrimental discharge or the correction of the cause of the discharge, the Board may cause the disconnected building sewer or drain to be reconnected to the system, upon receipt of the fee established for reconnection. The amount of the fee may be redetermined from time to time by resolution of the Village Board.
D. 
Any person violating any of the provisions of this chapter shall become liable to the Village for any expense, loss or damage occasioned the Village by reason of the violation. Included within these expenses is the compensation of Village employees involved in any necessary cleanup.
