No cut or break shall be made in the pavement or street service and no trench or excavation shall be dug for any purpose in any street in the Village of Saugerties, without obtaining from the Board of Trustees, or the Superintendent of the Department of Public Works for the Village, a written permit for the making of such cut or excavation, which permit shall specify the purpose for which the permit is asked and the name of the corporation, person or persons or property owner making the application therefor.
B. 
The fee for the permit shall be determined from time to time by resolution of the Board of Trustees of the Village of Saugerties.
C. 
If such work is done for the purpose of making of any house connections, the cost of refilling any trench and relaying any pavement shall be a lien against the property so connected and may be collected in the same manner as special assessments as provided by statutes and all acts amendatory thereof.

The applicant shall give the Board of Trustees of the Village of Saugerties or the Superintendent of the Department of Public Works for the Village of Saugerties at least 24 hours' notice of the time any work is to be commenced, unless such notice is waived by the Board of Trustees or by the Superintendent in writing.
B. 
Immediate notice of the completion of the work for which the permit was given shall be given to the Board of Trustees or to the Superintendent of Public Works for the Village of Saugerties.
A. 
Excavation. The pavement is to be cut by sawing or jackhammering in neat lines. The excavation width is to be two feet each side of the outside diameter of the pipe for workability. Any excavation greater than five feet in depth shall be sheeted and shored for the safety of the men and the traveling public. All open excavations shall be barricaded when unattended with proper reflection and lights for safety. All unsuitable material shall be hauled away from the site of the work. The person or persons granted the permit shall be responsible for all claims for damages resulting from any cause connected with the making of the cut, trench or excavation.
B. 
Laying or repairing pipe. All pipe layed will be to true line and grade. All repairs to pipes and hookups shall meet the approval of the Plumbing Inspector.
C. 
Backfilling. The trench will be dewatered. The pipe will be set in a bedding material of sand or screenings. The depth of this material shall be two to three inches whichever is deemed necessary by the Superintendent of Public Works. The backfill will consist of gravel material (nothing larger than two inches in diameter) sand or screenings. The material shall be placed in lifts no greater than one foot in depth and compacted with a tamper. The top five inches of the backfill will consist of two courses, each two inches, of base or dense binder hot mix blacktop and a one inch course of 1A top hot mix. All three courses shall be compacted to the satisfaction of the Superintendent of the Department of Public Works.
All persons violating this article shall, upon conviction thereof, be subject to a fine not to exceed $250 or imprisonment for a term not exceeding 15 days, or both. Any day that a violation shall continue shall be a separate offense.
