The Village Board of the Village of Sylvan Beach, in order to promote
the general safety, health and welfare and in the exercise of its police powers
to promote the same, after due consideration and hearing all opposed and in
favor, does hereby find that the general safety, health, welfare and interest
of the public will be protected and promoted by the adoption of this chapter.
For the purpose of this chapter, the terms used herein are defined as
follows:
Includes those lines which are imaginary and follow prominent landmarks.
It is from these lines that the numbering system commences.
Includes any structure having a roof supported by columns or by walls
which are accessible to persons and intended to be used for the purpose of
an occupation or profession. The term "buildings" shall include, but is not
limited to, arcades, gasoline stations, hotels, motels, restaurants, retail
stores and shops, wholesale stores and shops and any other structure which
is used in the normal course of an occupation, profession or trade and in
which it is expected that persons will enter.
Includes the main entrance to any house or building.
Includes those lines superimposed upon a map of the Village of Sylvan
Beach in such a manner so as to be approximately perpendicular and parallel
to the base lines. The "grid" indicates the points where streets and avenues
commence and terminate, the points of beginning and ending of the building
numbering system and the points where block numbers change from 100 to the
next higher 100. The "grid lines" follow the general direction of existing
streets and avenues, when possible, and are further extended into undeveloped
areas to as to provide for possible future development and for future house
and building numbering.
Includes any structure having a roof supported by columns or by walls
which are used for residential and dwelling purposes. The term "houses" shall
include, but is not limited to, camps, cottages, mobile homes permanently
affixed to land, rooming and boarding houses and any other structure used
for seasonal or year-round dwelling and living-quarter purposes.
Includes that map which is on file and display in the office of the
Clerk of the Village of Sylvan Beach. This "map" was prepared by the Robert
E. Smith Consulting and Engineering firm of Rochester, New York, on December
29, 1967. It is upon this "map" that the grid was superimposed by the Village
of Sylvan Beach Planning Board.
It is the legislative intent of the Board of Trustees of the Village
of Sylvan Beach to enact a chapter providing for the establishment of a uniform
house- and building-numbering system within the Village of Sylvan Beach. This
system is implemented primarily for the purposes of enabling fire, police,
ambulance, other emergency vehicles and out-of-village visitors to locate
a given house or building within the village in the quickest and easiest manner.
A.
The New York State Barge Canal, since it is the natural
southern boundary of the Village of Sylvan Beach, shall constitute the baseline
for all numbering on the streets and avenues running south to north.
B.
Oneida Lake, since it is the natural western boundary
of the Village of Sylvan Beach, shall constitute the baseline for all numbering
on the streets and avenues running west to east.
A.
Streets running south to north.
(1)
The buildings and houses having their entrance on streets
or avenues proceeding south to north from a baseline designated as the New
York State Barge Canal, shall be numbered numerically commencing at this baseline.
The streets or avenues proceeding south to north from the baseline designated
as the New York State Barge Canal shall be divided into blocks. Each block
shall begin and end with an intersecting street or avenue proceeding west
to east within the Village of Sylvan Beach.

The houses and buildings within the zero-to-one-hundred-block
shall be numbered one to 99, the one-hundred-block shall be numbered 100 to
199, the two-hundred-block shall be numbered 200 to 299, etc., increasing
an additional 100 at each numbered avenue from south to north (i.e., 500 at
5th Ave., 600 at 6th Ave., etc.). The houses and buildings on the right-hand
side of these streets or avenues, proceeding south to north, shall be given
even numbers, and the houses and buildings on the left side of these streets
or avenues, proceeding south to north, shall be given odd numbers.
B.
Streets running west to east
(1)
The houses and buildings having their front entrances
on the streets or avenues proceeding west to east, from a baseline designated
as Oneida Lake, shall be numbered numerically, commencing at this baseline.
The streets or avenues proceeding west to east shall be divided into blocks.
Each block shall begin and end with an intersecting street or avenue proceeding
south to north within the Village of Sylvan Beach.

The houses and buildings within the zero-to-one-hundred-block
shall be numbered one to 99, the one-hundred-block shall be numbered 100 to
199, the two-hundred-block shall be numbered 200 to 299, etc., increasing
an additional 100 at each block. The houses and buildings on the right-hand
side of the streets or avenues, proceeding west to east, shall be given even
numbers, and the houses and buildings on the left side of these streets or
avenues, proceeding west to east, shall be given odd numbers.
In case of doubt or where a question arises as to the proper number
to be assigned to any house or building, the Village Planning Board shall
decide the question and fix the number of such house or building, subject
to Village Board approval.
Numbers, letters or script indicating a number shall be required on
all houses and buildings now or hereafter erected and fronting on any street
or avenue and shall be conspicuously placed thereon as provided by this chapter.
All previous numbers must be removed.
The numbers, letters or script plate placed upon any house or building
shall be metal or other durable material. The number shall be at least three
inches in height and so placed as to be easily seen from the street.
If the owner of any house or building shall fail, refuse or neglect
to place the number or replace it when necessary, the Village Planning Board
may cause a notice to be personally served on such owner or mailed by registered
mail to his last known address ordering him to place or replace the number.
Such owner or lessee shall comply with such notice within 10 days from the
date of service.
Any person violating any of the provisions of this chapter shall be
guilty of a violation and, upon conviction thereof, shall be punishable by
a fine not exceeding $250 for each offense or imprisonment not exceeding 15
days, or both such fine and imprisonment.
