The Town Board of the Town of Thompson delegates to the Town of Thompson Park Commission the following functions and powers:
A. 
To promote and organize recreational programs and activities in the Town of Thompson through the use of the Holiday Mountain Ski Area.
B. 
To recommend to the Town Board of the Town of Thompson the employment of an Area Manager who shall serve as Manager of the Holiday Mountain Ski Area under the direction of the Town of Thompson Park Commission and the Town Board.
C. 
To present for approval by the Town Board any plans for expansion of existing facilities or the acquisition of new or additional land or facilities.
D. 
To develop, equip, maintain and operate the Holiday Mountain Ski Area within the confines of budgets and projections which have been submitted to and approved by the Town Board of the Town of Thompson.
E. 
To recommend to the Town Board rules and regulations governing the use of the Holiday Mountain Ski Area and to establish fees for the use of the Area and its facilities.
F. 
To develop suitable specifications as a basis for bidding in connection with the ski shop rentals and sales, restaurant and ski school concessions involved in the operation of the Holiday Mountain Ski Area, to be submitted to the Town Board for prior review and approval.
G. 
To deposit the proceeds from the sale of lift tickets, concession rentals and any other income in a depository in the Town of Thompson which has been designated by the Town Board and to furnish a current record to the Supervisor of the Town of Thompson of any and all such deposits.
H. 
To review, audit and approve for payment by the Supervisor of the Town of Thompson all payrolls and bills for supplies and services in connection with the operation of the Holiday Mountain Ski Area prior to audit by the Town Board and payment by the Supervisor.
I. 
To maintain records and procedures in accordance with the rules and regulations of the Town Board, the New York State Department of Audit and Control and any other local, state or federal agency having jurisdiction in this area.
J. 
To engage an accountant or firm of accountants whose office is located in the Town of Thompson, subject to the approval of the Town Board, to make regular audits of the accounts of the Holiday Mountain Ski Area and/or the Commission, to be submitted to the Town Board and to the members of the Commission.
K. 
To promote the broad use of the recreation facilities of the Holiday Mountain Ski Area by all persons in general and by vacationists in particular so as to broaden and enlarge the economic base of the Town of Thompson.
L. 
To cooperate with federal and state agencies in the development and expansion of the recreational facilities of Holiday Mountain for the public benefit.
M. 
To conduct surveys and studies in the area adjoining the Holiday Mountain Ski Area to ascertain the feasibility and desirability of expanding the facilities of the park and recreational area.
The Commission shall submit to the Town Board in August of each year a budget estimate outlining the anticipated income and expenses of the Holiday Mountain Ski Area for the winter season immediately following.
The membership of the Town of Thompson Park Commission shall be increased from five to seven members, all of whom shall be residents of the Town of Thompson.
The members of said Commission shall receive no compensation for their services other than the actual reimbursement of expenses incurred in the performance of their duties, which expenses shall come from funds budgeted for this purpose and approved by the Town Board.
The term of office for each member of said Commission shall be three years, except that the first of these appointees shall serve a term of one year, the second shall serve a term of two years, and the third a term of three years. The senior member serving the last year of his term of office shall be designated Chairman for that year.
