Disturbance of the peace shall include:
A. 
Obstructing any public street, public highway, public sidewalk, or any other place or building, by hindering or impeding or tending to hinder or impede the free and uninterrupted passage of vehicles, traffic or pedestrians.
B. 
Committing in or upon any public street, public highway, public sidewalk or any other public place or building any act or thing which is an obstruction or interference to the free and uninterrupted use of property or with any business, or anyone lawfully conducting business, in or upon or facing or fronting on any public street, public highway, public sidewalk, or any other public place or building, which prevents the free and uninterrupted ingress, egress, and regress therein or thereto.
C. 
Any person committing or causing any of the conditions set forth in Subsections A and B herein shall stop committing or causing such conditions and move on or disperse when ordered to do so by any police or law enforcement officer. Any person who fails or refuses to obey such an order or orders shall be guilty of violating this article.
Any person who violates any provisions of this article shall be subject to a fine of $50 for the first offense and a fine of $100 for the second and subsequent offenses.
