The Municipal Court of the Township heretofore established is
hereby continued.
The name of the Municipal Court shall be the "Municipal Court
of the Township of Cranford."
The Municipal Court shall have an Official Seal, which shall
bear the impress of the name of the Court.
The Municipal Court of the Township shall have a Judge, who
shall be known as the "Judge of the Municipal Court." He shall be
appointed by the governing body and shall have the qualifications
required by law. The Judge shall serve for a term of three years from
the date of his appointment and until his successor is appointed and
qualified.
The Judge of the Municipal Court shall be compensated by an
annual salary as fixed by ordinance. The compensation so paid shall
be in lieu of any and all other fees.
The Municipal Court and the Judge thereof shall have, possess
and exercise all the jurisdiction, powers, functions and duties which
are or may be conferred by law and the applicable rules of the Supreme
Court of New Jersey.
There shall be an Administrator of the Municipal Court, who
shall be appointed by the governing body for a term of one year from
the date of his appointment and until his successor is appointed and
qualified. The Administrator shall perform such functions and duties
as shall be prescribed for him by law, by the rules of the Supreme
Court of New Jersey applicable to Municipal Courts and by the Judge
of the Municipal Court. He shall be compensated by an annual salary
as fixed by ordinance. The compensation so paid shall be in lieu of
any and all other fees.
The Judge of the Municipal Court of the Township and the Administrator
of the Municipal Court, before entering upon the duties of their office,
shall each enter into a bond in accordance with law.

A. There is hereby created the office of Deputy Administrator of the
Municipal Court, who shall serve only in the absence of the Administrator
of the Municipal Court or in the event of his unavailability or inability
to act, at which time he shall have authority to exercise all of the
powers of said Administrator and to perform all of his duties as if
said Administrator were personally present and performing the same.
B. The Deputy Administrator shall be appointed by the majority vote
of the Township Committee and shall serve at the pleasure of the Township
Committee.
C. The Deputy Administrator shall receive such salary as the Township
Committee may fix from time to time by ordinance.

A. Any person applying for representation in the Municipal Court by
the Municipal Public Defender shall pay an application fee not to
exceed the sum of $200.
B. The Municipal Court Judge may waive the required application fee,
in whole or in part, only if the Court determines, at its discretion,
upon a clear and convincing showing by the applicant, that the application
fee represents an unreasonable burden on the person seeking representation.
C. The Municipal Court may permit a person approved for representation
by the Municipal Public Defender to pay the application fee over a
specific period of time not to exceed four months.
D. Municipal Public Defender application fee funds collected pursuant
to this section shall be deposited in a dedicated fund administered
by the Chief Financial Officer of the Township. Such funds shall be
used exclusively to meet the costs incurred in providing the services
of the Municipal Public Defender, including, when required, expert
and lay investigation and testimony.
