The position of Borough Administrator is hereby created, and the employment
of a Borough Administrator is hereby authorized.

The Borough Administrator shall be appointed by the Mayor with the advice
and consent of the Borough Council. Any vacancy in such position which may
occur, whether the same occurs by death, resignation or otherwise, shall be
filled by appointment by the Mayor within 30 days from the day the vacancy
occurs. If the Mayor fails to make such appointment within such 30 days or
if the Borough Council fails to consent to any appointment made by the Mayor,
then after the expiration of such 30 days, the Borough Council shall appoint
the Borough Administrator. Such appointment shall be on the basis of the administrative
qualifications of the appointee, with special regard to his education and
training in government affairs and actual experience therein. The appointee
shall, within six months of such appointment, reside in the State of New Jersey
within a twenty-mile radius of the Borough and shall continue to reside within
such radius throughout his/her period of service.

The term of office of the Borough Administrator shall be at the pleasure
of the governing body. The Borough Administrator may be removed by a two-thirds
(2/3) vote of the Borough Council upon the adoption of a resolution of removal,
which said resolution shall become effective three months after its adoption
by the Borough Council. The Borough Council may provide, in the resolution
of removal, that the same shall have immediate effect; provided, however,
in such case, that the governing body shall cause to be paid to the Borough
Administrator, forthwith, any unpaid balance of his salary and his salary
for the next three calendar months following the adoption of the resolution.
The compensation of the Borough Administrator shall be fixed by the
annual Salary Ordinance of the borough.
For the purpose of carrying his responsibilities, the Borough Administrator
shall develop and promulgate, with the approval of the Mayor and Council,
sound administrative, personnel and purchasing practices and procedures for
all departments, boards, agencies and employees of the borough. He shall be
responsible to the Mayor and Council in all matters and shall coordinate the
operations, activities and administrative practices of all departments, boards,
agencies and employees of the borough. The Borough Administrator shall perform
the duties hereinafter enumerated and such other duties as may from time to
time be assigned to him by the Mayor, as the chief executive officer of the
borough, and by the Council. He shall:
A. Act as the administrative official of the borough government.
B. Coordinate the functions of all departments, boards,
agencies, officials and employees of the borough, and he shall maintain liaison
with the officials of the school district of the borough.
C. Prepare a proposed budget for consideration by the Mayor
and Council, annually, on or before December 15 of each year, after obtaining
requests for appropriations from all departments of the borough. Such proposed
budget shall be accompanied by proper supporting schedules and analyses indicating
that the recommended expenditures for the ensuing year are financially feasible.
After the adoption of the annual budget, the Borough Administrator shall see
to it that the same is properly carried out.
D. Coordinate the purchasing of supplies, services, materials
and equipment. He shall certify the receipt of the same and attend to the
submission of proper vouchers for payment and review of all disbursements
in connection therewith.
E. Prepare an agenda for meetings and conferences of the
Mayor and Council and other agencies of the borough, when so requested by
the Mayor and Council.
F. Advise the Mayor and Council on all background matters
as an aid to the establishment of policy.
G. Follow up acts of the Mayor and Council by correspondence,
review of minutes and personal conferences.
H. Receive, distribute and follow up requests for information
and complaints received from citizens on all manner of problems and keep the
Mayor and Council informed with respect thereto.
I. Implement all policies formulated by the Mayor and Council.
J. Prepare and present to the Mayor and Council an annual
report on borough affairs and such other reports as may be required, from
time to time, on borough affairs.
K. Advise the Mayor and Council on all matters of administrative
organization and personnel and upon matters affecting public relations and
the public.
L. Devote his entire time and effort to the performance
of his duties and functions and shall not engage in any other occupation or
employment while employed by the borough, except that he may perform the duties
of any other position in the borough government when so assigned by the Mayor
and Council.
M. Attend all regular meetings and regular conference meetings
of the Mayor and Council and, when so requested by them, shall attend special
meetings of the Mayor and Council and meetings of other public bodies.
During the absence or disability of the Borough Administrator, the Mayor
and Council may, by resolution, appoint any employee or officer of the borough
to perform the duties of the Borough Administrator.
