For the purposes of this chapter, the following words and phrases shall
have the meanings respectively ascribed to them by this section:
DEPARTMENT HEAD
The chief official and supervisor of the department or organization
unit or a person acting in his behalf, including the Borough Administrator,
Borough Clerk, Borough Engineer, Assessor, Treasurer, Police Chief, Recreation
Director and such other officials as may be designated by the Borough Council.
PART-TIME EMPLOYEE
An employee whose regular hours of duty are less than the regular
and normal work for the unit involved. Employees in this category would not
be entitled to employee fringe benefits.
PERMANENT FULL-TIME EMPLOYEE
An employee who has acquired permanent status in his position after
satisfactory completion of a probationary period. Appointment to permanent
status is by approval of the Mayor and Borough Council pursuant to a favorable
recommendation by the respective department head and by the Borough Administrator.
Employees in this category work either 2,040 or 1,820 hours on an annual basis.
PROBATIONARY PERIOD
A part of the employment process which consists of a trial working
period after appointment, during which time the work performance and conduct
of the appointee is evaluated to determine if the person shall merit permanent
status.
SUPERVISOR
A management employee other than a department head whose normal assigned
duties require him to supervise the activities and work of other employees.
The personnel policies and practices contained in this chapter are intended
to protect the rights and interest of citizens and employees. It is the intent
and purpose of the Borough to attract the best qualified people to the service
of the community and to provide effective leadership, supervision, guidance
and working conditions for every Borough employee so that he or she may consistently
perform with effectiveness and personal satisfaction. In addition to the foregoing,
to discharge the Borough's responsibility to the residents of the community,
it shall be imperative that everyone connected with the government of the
Borough shall continually and conscientiously render diligent, efficient and
courteous service. To accomplish such objectives, the Borough Council hereby
declares the following principles to constitute the personnel policy of the
Borough:
A. To seek the best qualified person available for each
position to be filled in the Borough.
B. To base appointment, promotions and job security on performance
and demonstrated ability in the job position, together with personal character
appropriate to public service.
C. To make the best possible use of the skills and abilities
of its employees in order to have each job performed by the person best qualified.
D. To treat every employee with the courtesy, consideration
and respect properly due him.
E. To pay fair and adequate compensation for each position
consistent with the requirements of the job position and to require a high
level of performance.
F. To assure that fair labor practices are used in the hiring
of employees.
The records necessary to ensure the orderly administration of this chapter
shall be created by the Borough Administrator and be maintained by the payroll/personnel
function.
