The Dog Warden and his assistants shall be subject to the supervision and direction of the Mayor and Council. The Mayor and Council may adopt rules and regulations prescribing further duties of the Dog Warden and his assistants and for the keeping and maintenance of a borough dog pound, or it may arrange for the use of and make rules and regulations with respect to a pound located within or without the limits of the borough. Such rules and regulations shall not be inconsistent with the laws of the state and with this chapter. The Chief of Police and the members of the Police Department shall, at all times, assist the Dog Warden and his assistants in the enforcement of this chapter.
A. 
Any officer or agent authorized or empowered to perform any duty under this chapter is hereby authorized to go upon any premises to seize for impounding any dog or cat which he may lawfully seize and impound when he is in immediate pursuit of the dog or cat. Such officer or agent may not go upon the premises of the owner of the dog or cat if the owner is present and forbids entry.
B. 
No person shall hinder, molest or interfere with anyone authorized or empowered to perform any duty under this chapter.
