The amount for final plan approval shall be 1/3 for nonresidential use and 1/2 for residential use of the original escrow fee paid at the time of preliminary plan application.

For a soil removal/fill permit, an application fee of $25 shall accompany each application, to be utilized to offset the general administrative costs of the application. In addition to the application fee, the following sums shall be posted in escrow to cover the Borough costs of professional and nonprofessional services incurred during the review process and also for inspection costs required during the construction process:
A. 
The sum of $500 where the application is for the addition, removal or movement of between 100 and 999 cubic yards of soil, except in matters pertaining to the construction of residential swimming pools and other work related directly thereto where the fee shall be $250.
B. 
The sum of $1,000 where the application is for the addition, removal or movement of between one thousand and 4,999 cubic yards of soil or more.
C. 
The sum of $2,000 where the application is for the addition, removal or movement of 5,000 cubic yards of soil or more.
D. 
No escrow fee shall be required for applications of less than 100 cubic yards of soil.

Any application involving more than one of the above categories shall deposit cumulative amounts.
The Borough Engineer will not commence his review of the application until the required application fee has been paid and the required escrow sums posted. The escrow sums must be in the form of cash, certified check or money order. All deposits of escrow funds shall be forwarded to the official designated by the Borough Council. Additional escrow funds may be required when the escrow has been depleted to 20% of the original escrow amount. If an escrow account contains insufficient funds to enable the Borough or approving authority to perform required application reviews or improvement inspections, the Chief Financial Officer of the Borough shall provide the applicant with a notice of the insufficient escrow or deposit balance. In order for work to continue on the development or the application, the applicant shall, within 14 days, post a deposit to the account in an amount to be agreed upon by the Borough or approving authority and the applicant. In the interim, any required health and safety inspections shall be made and charged back against the replenishment of funds.
