Pursuant to written request by the owners of
Palmyra Harbour and subject to the approval of the Commissioner of
Transportation of New Jersey, the following parking and traffic regulations
are made applicable to the semipublic or private roads, streets, driveways,
trails, terraces, bridle paths, parkways, parking areas or other roadways
open to or used by the public, tenants and employees of Palmyra Harbour
for purposes of vehicular travel by permission of the owners thereof
and not as a matter of public right.
No person shall park a vehicle at any time in
front of or in any driveway or curb break designed to give access
to areas reserved for the parking or storage of trash dumpsters.
No person shall park in front of any walkway
or sidewalk where it terminates at a street or parking area. An area
10 feet in width shall be designated at each location as a no-parking
area in order to provide access for emergency vehicles.
No person shall park within 10 feet of a fire
hydrant.

A. Handicapped parking areas for disabled persons shall
be located in the following areas in Palmyra Harbour:
(1) Palmyra Harbour Community Association clubhouse parking
lot, number of handicapped parking spaces: one.
(2) Main Harbour Drive - Building No. 6, number of handicapped
spaces: one.
(3) Parking Lot B, building adjacent to Building No. 22,
number of spaces: two.
(4) North Harbour Drive, Parking Lot D, adjacent to Building
No. 18, number of spaces: one.
(5) North Harbour Drive, adjacent to Building No. 16,
number of spaces: one.
(6) North Harbour Drive, adjacent to Building No. 24,
number of spaces: one.
(7) Main Harbour Drive, Parking Lot F, number of handicapped
spaces: two.
(8) Main Harbour Drive, opposite the Palmyra Harbour Clubhouse,
by the handicapped ramp near Building No. 2, one handicapped parking
space.

B. Handicapped parking spaces shall be utilized only
by such disabled persons who have been issued special vehicle identification
cards by the Division of Motor Vehicles pursuant to N.J.S.A. 39:4-205
when using a motor vehicle which is displayed a certificate for which
a special vehicle identification card has been issued pursuant to
N.J.S.A. 39:4-206. Any person who violates the provisions of this
article shall be subject to a fine of $100 for the first offense and
for subsequent offenses a fine of at least $100 and up to 90 days'
community service on such terms and in such form as a court shall
deem appropriate, or any combination thereof.
Such regulatory and warning signs as may be
authorized and/or directed by the Department of Transportation shall
be erected and maintained to effect the above-designated parking regulations.
This article shall take effect upon its final
adoption, approval by the Mayor, approval by the Commissioner of Transportation
and publication and notice thereof according to law.
