No person shall erect or place any building, in whole or in part, upon any street, highway, road, public lane or alley in the Borough of Palmyra, under a penalty of $50 for each offense.
The owners of any building, fence or other encroachment or obstruction now standing or which may be hereafter erected or placed upon any street, highway, public lane or alley or other public ground within the Borough shall, within 30 days after the service of a notice, in writing, designated by the Chairman of the Borough Council and attested by the Borough Clerk so to do, remove said obstruction under the penalty of $50 for every such offense.

No person shall obstruct the crosswalk laid across the public streets or highways in the Borough by placing or stopping his horse, cart, wagon, sleigh, sled or other vehicle on or across any of said crosswalks or by placing or putting any said obstruction or other thing across or on the same, under the penalty of $5 for each offense.
No person shall push, lead, draw or drive any horse or other animal, cart, wagon, sleigh, sled or other vehicle over or upon any sidewalk under the penalty of $10 for each offense, provided that nothing in this section shall be construed to prohibit any person or persons from leaving free access for horses and cattle, carts, wagons or other vehicles belonging to them or used or employed by them in cutting or returning across the sidewalk in front of any alley, gateway or passageway leading to their premises.
It shall be the duty of the Borough Council to prosecute all violators against the provisions of the preceding sections of this article, and it shall also be the duty of any police officer or any person or persons authorized to make arrests in the Borough to arrest anyone whom they or he may detect in the violation of any of the provisions of the same.
Any person or persons, corporation or corporations violating any provisions of this article may be proceeded against before the Municipal Magistrate, or other judicial officer authorized to hear and determine the matter, of said Borough, and for each violation thereof the person or persons so violating the same, on conviction thereof, shall pay the fine as in each section designated.
