[Adopted 2-17-1925 (Ch. 69, Art. II of the 1971 Code)]
The owner or owners, tenant or tenants of lands abutting or bordering upon the sidewalks of the public streets, avenues and highways in the Borough of Palmyra shall remove or cause to be removed from the sidewalks in front of or bordering on their said lands all snow and ice within 12 hours of daylight after the same shall have fallen or formed thereon.

A. 
In case such owner or owners, tenant or tenants of any land abutting or bordering upon any public street, avenue or highway in the Borough shall neglect or refuse to remove such snow and/or ice within 12 hours of daylight after the same shall have fallen or formed, the Public Works Department may, at its option, remove or cause to be removed said snow and ice from the sidewalks in front of or bordering on such land.
B. 
Any costs incurred by the Public Works Department in clearing such snow and/or ice shall be computed, certified and presented to the governing body. The governing body shall examine such certifications and, if found to be correct, may authorize a lien upon such lands which shall be added to and become a part of the taxes next to be assessed and levied upon such lands and shall be collected and enforced according to law.

A. 
Any owner(s) or tenant(s) who fail to comply with the provisions of this article shall be subject to prosecution in the Municipal Court and upon a first conviction shall be assessed a fine of $100, for a second subsequent conviction a fine of $200.
B. 
The imposition and collection of any fine herein shall not constitute a bar to the right of the Borough to collect the cost as certified for the snow and/or ice in the manner herein authorized.
