A. The parking of vehicles in the municipal parking lot
located on Hawthorne Avenue between Madison Avenue and Market Street
is hereby regulated and limited as follows:
(1) Between the hours of 6:00 a.m. and 4:00 p.m. on all
days except Saturdays, Sundays and legal holidays, no person shall
cause a vehicle to occupy any of the parking spaces, unless said vehicle
shall bear a current identification sticker, as herein defined, affixed
in accordance with such regulation as the Chief of Police may hereafter
promulgate.

(2) Each person using the municipal parking lot shall
cause the vehicle to be parked entirely within the designated parking
area.
B. In conjunction with an agreement between the Borough
of Park Ridge and New Jersey Transit, a ten-foot-wide by approximately
five-hundred-sixty-foot parcel owned by New Jersey Transit running
along the easterly side of the railroad and along Broadway beginning
approximately 100 feet south of Park Avenue and continuing south to
approximately opposite Roland Street with Broadway shall be designated
as a daily park-and-ride area for commuters. Said area shall function
between the hours of 6:00 a.m. and 2:00 am, on weekdays, except legal
holidays. No overnight parking within the designated park-and-ride
area shall be permitted. The daily fee to park in a designated space
shall be $2.

C. The parking of vehicles in the municipal parking lot
located on Perryland Street is hereby regulated and limited as follows:

(1) Between the hours of 6:00 a.m. and 4:00 p.m. on all
days except Saturday, Sunday and legal holiday(s), no person shall
cause a vehicle to occupy any of the parking spaces, unless the vehicle
bears a current identification sticker as defined herein and affixed
in accordance with such regulations as promulgated by the Park Ridge
Chief of Police.
(2) Each person using the municipal parking lot shall
cause the vehicle to be parked entirely within the designated parking
area.
(3) The spaces that are available in this parking lot
for commuter parking are identified.
(4) Six spaces in this parking lot shall be marked "Reserved
for Station Plaza." These spaces are reserved for residents of Station
Plaza. No person other than residents of Station Plaza shall park
or occupy these spaces.
(5) All other provisions of Chapter
76 shall continue.

The Chief of Police of the Borough of Park Ridge
is hereby authorized to cause to be prepared a parking plan for the
municipal parking lot and the daily park-and-ride area, designating
the spaces within which vehicles shall be parked. He shall also cause
to be prepared such symbols and signs which shall, in his judgment
and discretion, facilitate the use of the municipal parking lot and
the park-and-ride area in accordance with the provisions of this article.
The Department of Public Works is hereby authorized to perform the
painting work and erection of signs approved by the Chief of Police.

The Borough Clerk is hereby authorized to issue
municipal commuter lot identification decals for each vehicle owned
by a bona fide resident of the Borough of Park Ridge and for any vehicle
owned by a nonresident who is regularly engaged in business in the
Borough of Park Ridge, as proprietor, employee, tenant or otherwise;
provided, however, that preference being first given to residents
of the Borough of Park Ridge and then to persons regularly engaged
in business in the Borough of Park Ridge. The decals shall be issued
and valid for and during the calendar year in which they are issued
and not thereafter. The following regulations shall apply:
A. For residents:
(1) Proof of residency must be presented when applying
for a decal.
(2) The decal must be affixed to the left side rear window.
(3) The annual cost for a decal shall be $150; provided,
however, that a decal purchased after October 1 shall be $75.

(4) Duplicate
decal; replacement decal.

(a) One
duplicate decal of the original decal shall be provided upon request
for a fee of $50, which after October 1 shall be $25. The resident
must identify the license plate of the vehicle for which a duplicate
is being issued.

(b) The
Borough will issue a replacement decal at no cost when the decal holder
provides proof that the original decal was destroyed and/or has become
unusable.
(5) A resident who obtained a decal, and who purchases
another car, may obtain a replacement decal at no charge, provided
that said resident returns the original decal.
B. For business owners:
(1) Request for commuter lot decals for employees shall
be made in writing on a letterhead of that business. The request shall
include the make, model, year and license plate number of each vehicle
for which a decal is requested.
(2) The provisions of Subsection
A(2),
(3) and
(4) above shall apply.
(3) An employee who purchases another car may obtain a
replacement decal at no charge, provided that said employee returns
the original decal.
(4) Should an employee leave the firm, a replacement decal
shall only be issued upon the return of the original decal by the
business employee. Failure to return the original decal shall mean
an original decal must be purchased at the appropriate fee for the
new employee hired.
C. General regulations:
(1) There shall be no parking in the commuter lot by any
person on any day between the hours of 2:00 a.m. and 6:00 a.m., without
notifying the Police Department and providing said Department with
the license plate number of the vehicle to be parked and the reason
for such a request.
(2) On Saturdays and Sundays, the commuter lot may be
used without decals between the hours of 6:00 a.m. and 2:00 a.m.

The governing body may designate on-street, metered commuter parking spaces in conjunction with the provisions of Chapter
97 of the Borough Code. The governing body shall establish by resolution a daily fee for the use of the on-street commuter spaces.

Every person who is found to violate any of
the provisions of this article shall, upon the conviction of such
violation, be liable to a penalty or fine not to exceed $500 for each
separate offense or violation or imprisonment in the county jail for
a term not to exceed 30 days, or both, at the discretion of the court.
This article shall be enforced by the Police
Department of the Borough of Park Ridge.
