The Mayor and Council, on the advice of the
Board of Public Works, find that the readings of interior water meters
are more reliable than the readings of exterior water meters, due
to the former's protection from the elements and other hazards, and
therefore the readings from interior meters shall control for determining
water consumption and charges therefor.
