A. Garbage,
trash or garden refuse shall be thoroughly drained of all water and
placed in a container made of metal or plastic of a substantial nature
with a tight-fitting cover so constructed as to prevent spillage or
leakage of its contents.
B. Garbage,
trash or garden refuse must be packed in a container. Where materials
cannot be deposited in a container, the same shall be securely and
properly tied into bundles or packages to prevent spillage during
collection or while located on the sidewalk awaiting collection. The
bundles or packages shall be of such size and weight so that they
can be handled by one person, and no container, bundle or package

the consent of such occupant. No container or matter to be collected
shall be placed on the curb for collection prior to 3:00 p.m. of the
day preceding the nearest collection day. Containers must be removed
from the curb by 9:00 a.m. the day following collection and stored
so that, except where not possible, they are behind the front plane
of the building or structure.
D. Trash consisting
of appliances shall be separately billed to the owner at the rate
established by resolution of the Borough Council. Payment shall be
made prior to the date of pickup.
