(2) Other uses.

(a)
Self-service laundries, restaurants, diners,
schools, taverns, bars, nursing homes, bowling alleys, theaters, shopping
centers, large business establishments and plants and other commercial
establishments not specifically mentioned shall be based on the quantity
of all waste having characteristics of those of domestic sewage as
follows: per 300 gallons per day or fraction thereof or 27,000 gallons
per quarter (300 gallons per day, 30 days per month), the amount normally
computed as the discharge of sewage from a single family, exclusive
of infiltration: $468 per unit.
(b)
Industrial wastes based on quantity and concentration
of sewage other than that of domestic sewerage charges shall be established
on the basis of cost to the Borough of the particular treatment process
and industry.
(3) In the event that the business or structure is not
described in the schedule, the Borough shall determine the minimum
sewer service charge per annum. Multiple use of an individual structure
or group of structures shall be classified by the Borough to include
all uses. In the event that a business or structure is described in
the schedule by general classification but the particular nature of
said business or structure would result in an inequitable minimum
sewer service charge per annum, the Borough, in its discretion, may
determine that a higher or lower service charge, as the case may be,
shall be charged.
(4) The specified rates are the minimum charge, and if
the Borough determines that the flow is over and above the minimum
standards, an additional charge will be made in accordance with that
part which regulates the cost according to unit flow by volume.
(5) Upon connection of an improved and usable property
to a sewer, the obligation to pay the minimum annual service charge
continues despite the failure to occupy the property, or to use the
sewer facilities, so long as the building or structure remains on
the premises and the sewer facilities remain available.
(6) All connection charges are to be paid in full at the
time of the granting of a permit.
(7) If, after one year, the applicant/owner has not shown
proof of connection, the connection permit will be deemed invalid
and the fees will be retained by the Borough.
(8) If the applicant/owner has shown proof of connection,
he will be charged the rate set in the schedule of rates immediately.
(9) If the connection permit should become invalid, the
applicant/owner will have to follow all procedures outlined in the
rules and regulations to obtain a new permit.
(10)
If a service line size and meter is predetermined
for proposed and existing buildings, the connection fee will also
be determined in the same manner, either as a whole or in part, as
the buildings receive water and/or sewer service.
B. Excess sanitary sewerage service.

(1) All classes of users will be subject to a surcharge
of $2.75 per 1,000 gallons or portion thereof which is in excess of
allowance of 20,000 gallons per quarter per each sewer connection
unit or equivalent thereof.
(2) The basis of 20,000 gallons per quarter is 222 gallons
per day or a fraction thereof times 30 days times three months.
The quarterly service charge for sewerage service
for the collection and treatment of industrial wastes discharged into
the Borough's system shall be based upon the water usage as computed
under Schedule 2S and product of the surcharge or premium charge as
determined as a strength factor in accordance with the following formula:

NOTE: Where these figures are less than 300
parts per million in BOD or 350 parts per million in suspended solids
or 15 parts per million in chlorine demand, the value in the parentheses
shall be equal to one.

NOTE: In cases where the suspended solids, in
the opinion of the Borough, do not represent the true characteristics
of the solids loading, the Borough reserves the right to use total
solids instead of suspended solids.

Schedule of rates for industrial users utilizing
only partial service from the Borough:
A. In instances where the Borough does not provide the
only sewerage service for the premises, or if, in the opinion of the
user, the water meter reading does not fairly reflect the quantity
of sewage discharged to the Borough's system, then the user may install,
at his own cost and upon approval of the installation by the Borough,
such additional water or sewage meters as are necessary to determine
accurately the water discharged to the sewerage system.
B. The charge for sewerage service shall be in accordance
with the rate schedule for the applicable user.

All users serviced under the existing contract by and between the Borough and the Township of Pemberton are subject to all of the rates stipulated in Schedules 1S, 2S [§
205-32A(3) and
(4) and
B], 3S, 4S and 5S, plus a billing rate surcharge of 35% (rate x 1.35). The quarterly charge for a single-family dwelling shall be $17.88 (flat rate).
