The office of Municipal Administrator of the
Township of Pennsauken is hereby created in and for said Township.
The Municipal Administrator may be removed by
a 2/3 vote of the governing body. The resolution of removal shall
become effective three months after its adoption by the governing
body. The governing body may provide that the resolution shall have
immediate effect; provided, however, that the governing body shall
cause to be paid to the Administrator forthwith any unpaid balance
of his or her salary and his or her salary for the next three calendar
months following adoption of the resolution.
The Administrator shall have the following duties
and responsibilities, to the extent not prohibited by law:
A. Function under the direction of the Township Committee.
B. Study and recommend and, after consultation with and
approval by the Township Committee, implement and enforce personnel
organization and policy of the Township and its departments.
C. Supervise the performance of the employees in charge
of individual departments and ultimately be responsible for the work
performance of all Township employees.
D. Hire, fire, discipline and promote Township employees
after consultation with the member of the Township Committee assigned
to the overall direction of a concerned department, subject to the
Rules and Regulations of the Civil Service Commission or any statute
or other governmental regulation with respect to tenure, suspension,
promotion or discipline, and subject to any contractual agreements
with any recognized collective bargaining unit under the Public Employee
Relations Commission.
E. Study and recommend and, after consultation with the
respective member of the Township Committee assigned to the overall
direction of a concerned department, implement and enforce the procedures
and policy of the Township and its departments for the requisition,
purchase, inspection, receipt, storage, distribution, internal transfer
and disposal of, and for the standards, specifications and payment
for, supplies, materials and equipment.
F. Study and recommend and, after consultation with the
Township Committee, implement and enforce the procedures and policy
of the Township and its departments for the receipt, dissemination
and collation of, and for responses to, communications and information.
G. Assign responsibility for departmental action and
coordinate interdepartmental operations after consultation with the
member of the Township Committee assigned to the overall direction
of a concerned department, or with the Township Committee as a whole,
as the case may be.
H. Make recommendations concerning the nature and location
of public improvements and coordinate and expedite the execution of
public improvements authorized by the Township Committee.
I. Study and recommend and, after consultation with the
Township Committee, implement and enforce the procedures and policy
of the Township and its departments for the coordination, compiling,
editing and prompt dissemination and release of public information.
J. Negotiate contracts for the Township as authorized
by and subject to the approval of the Township Committee.
K. See that all terms and conditions imposed in favor
of the Township, or its inhabitants, in any statute, public utility
franchise or other contract are faithfully kept and performed and,
upon knowledge of any violation, call the same to the attention of
the member of the Township Committee assigned to the overall direction
of a concerned department.
L. Prepare and submit the proposed Township budget annually
by:
(1) Requiring and receiving appropriation requests by
November 15.
(2) Reviewing such requests with the respective member
of the Township Committee assigned to the overall direction of a concerned
department.
(3) Transmitting a tentative budget by December 15 and
consulting with the Township Committee with respect thereto.
(4) Submitting by January 15 the final recommendation
in a form required by law for municipal budgets and appending thereto
a detailed analysis of the various items of expenditure and revenue
and such explanatory comment or statement as may be deemed desirable
and necessary.
M. Study and recommend and, after consultation with the
Township Committee, implement and enforce the financial procedures
of the Township and its departments.
N. Attend all meetings of the Township Committee with
the right to participate in discussions, but without the right to
vote.
O. Keep the Township Committee informed of all matters
within its jurisdiction by such reports as is deemed necessary or
advisable or as may be requested by the Township Committee.
P. Coordinate the operations, activities and administration
of the departments, divisions, offices, boards and agencies of the
Township government in exchanging and disseminating information, advice
and suggestions without infringing upon the lawful powers and duties
of such officers and boards.
Q. Recommend to the Township Committee for adoption such
measures as may be deemed necessary or expedient; keep the Township
Committee advised of the financial condition of the municipality;
make reports to the Township Committee as requested by it; and at
least once a year make an annual report for the benefit of the Township
Committee and the public.
R. Perform such other duties as may be required by the
Township Committee.
S. Investigate at any time the conduct of government
business of any office or department of the Township.
T. Supervise, execute and enforce the performance and
operation of all Township divisions and departments in accordance
with the policy and procedure as determined and established by the
Township Committee.
The provisions of this article do not apply
to the internal operations and personnel management of the Police
and Fire Departments.
The Administrator shall perform his or her duties
in accordance herewith and subject to and answerable to the Township
Committee only, or when there is no conflict with his or her obligation
to the Township Committee, then to an individual member of the Committee
responsible for the overall direction of a concerned department.
The Administrator shall maintain his or her
office in the Municipal Building of the Township.
Nothing herein shall authorize the Administrator
to exercise the powers and duties of the elected officials of the
Township or of the boards and commissions thereof established pursuant
to law, except as herein provided.
