It is the legislative intent of the Township Committee of the Township of Pennsauken, County of Camden and State of New Jersey, to provide a salary for Township Committee persons for the performance of the elected duties, including but not limited to attendance at meetings, both public and caucus, as well as attending other functions and activities required to fulfill their elected office.
A. 
Duties. The Township Committee persons shall receive an annual salary as may be provided by way of a Salary Ordinance which may be passed by the Township Committee of the Township of Pennsauken.[1] Said compensation shall be paid in accordance with the Salary Ordinance for performance of their duties as elected officials, including but not limited to attendance at the monthly public meeting and the two biweekly caucus meetings held each month in the Township of Pennsauken.

B. 
Excused absences. The Mayor of the Township of Pennsauken shall have the authority to grant excused absences from regular meetings of the Township Committee to enable members of Township Committee to attend other municipal functions or in the event of sickness and/or death or any other circumstance that in the eyes of the Mayor warrants an excused absence from a meeting of Township Committee.
C. 
Late arrival at meetings. In the event that any Township Committee person arrives at a public meeting more than 30 minutes after the public meeting begins, who has not previously been excused by the Mayor of the Township in accordance with Subsection B above, shall not be paid for his or her attendance of the public meeting.
D. 
Unexcused absences. All unexcused absences of Township Committee persons shall be recorded by the Township Administrator and transmitted annually in the last month of the year to the Municipal Finance Officer for deduction from the annual salary of the elected official as defined in the adopted Salary Ordinance. For purposes of deductions from annual salary, the Finance Officer will divide the number of public meetings scheduled for the year into the annual salary to determine the amount of deduction for each unexcused absence.
E. 
Annual educational training.

(1) 
On an annual basis, all elected members of the Township Committee shall be required to complete at least one educational training course of not less than one hour of instruction, that may involve or pertain to any matter, issue, or aspect of municipal government (e.g., ethics; fiscal; health, welfare, pension and other benefits; labor relations; human resources; etc.).
(2) 
Said training course may be completed via a learning format presented on videotape, audiotape, remote-place viewing or online Internet computer presentations, satellite simulcast, teleconferencing, videoconferencing, and Internet computer self-study.
(3) 
Each elected member of the Township Committee shall provide proof of satisfying the requirement of this subsection by producing to the Township Administrator a copy of certificate of attendance from the course provider or self-reporting certification stating that they have complied with educational training requirement. A self-reporting certification shall include the name of the course, the course provider, the date of training, hour(s) of instruction, and the method of learning format. The Township Administrator shall keep copies of such certifications on file.
