Should the aforesaid individual or individuals relocate from the premise(s) as indicated above, and it is not reoccupied by a similarly handicapped person as designated above, the restricted parking area designation(s) shall terminate when the aforesaid individual moves from the above-mentioned address.
C. 
In addition, the individual owner or lessee who occupies a residence which has a location as a restricted parking zone in front of his residence, as designated by the Township of Pennsauken, shall, on or before January 1 of each year, send a certification or affidavit to the Chief of Police of the Township of Pennsauken certifying that:

(1) 
The individual still resides at the residence with a designated restricted parking zone.
(2) 
The individual is still handicapped as defined by the state statutes. In addition, said individual shall attach a copy of his current driver's license, indicating that said driver's license is a handicapped driver's license as approved by the Director of Motor Vehicles.
D. 
No person shall park in the aforementioned restricted area for the handicapped person, who is not defined as a handicapped person pursuant to N.J.S.A. 39:4-204 and has not been issued a handicapped persons identification card or placard pursuant to N.J.S.A. 39:4-205 and N.J.S.A. 39:4-206.
E. 
Designating restricted parking spaces for use by persons who have been issued special vehicle identification cards by the Division of Motor Vehicles pursuant to the provisions of P.L. 1949, c. 280 (N.J.S.A. 39:4-204 et seq.) and Section 1 of P.L. 1977, c. 202 (N.J.S.A. 39:4-197.5). Any person parking a motor vehicle in a restricted parking space without a special vehicle identification card shall be liable to a fine of $250 for the first offense and, for subsequent offenses, a fine of at least $250 and up to 90' days community service on such terms and in such form as the court shall deem appropriate, or any combination thereof (P.L. 1989, c. 201, Section 2)..

B. 
In addition to the established handicapped parking spaces in the following locations, the Township Committee also hereby declares as established handicapped parking spaces any handicapped parking spaces and locations required by either the Township of Pennsauken Planning Board or the Township of Pennsauken Zoning Board by virtue of a requirement relative to site plan approval from August 30, 1977, the effective date of N.J.S.A. 39:4-197.5, and until any time in the future that this section or N.J.S.A. 39:4-197.5 is repealed by the legislature of the State of New Jersey. Therefore, any required handicapped parking space so required by either the Planning Board or the Zoning Board of the Township of Pennsauken since August 30, 1977, pursuant to site plan approval, shall be duly designated as a handicapped parking space in the Township of Pennsauken. Any additional handicapped parking spaces in front of any existing private or public structure shall be amended through this section by the Township Committee of the Township of Pennsauken, County of Camden and State of New Jersey.

C. 
No person shall park a vehicle in any parking space designated, marked and set aside for the physically handicapped, or any parking facility designated as a handicapped parking facility under this section unless the operator of the vehicle is the holder of an identification card issued pursuant to N.J.S.A. 39:4-205, and said operator's vehicle shall have affixed thereto an identification certificate or marker issued by the Director of the New Jersey Division of Motor Vehicles.

D. 
Unless another penalty is expressly provided by the New Jersey statute, any person convicted of a violation of any provision of this section or any supplement thereof shall be liable to a fine of not more than $50 or imprisonment for a term not to exceed 15 days, or both.
