A Length of Service Awards Program (LOSAP) is
herewith created in accordance with Chapter 388, Laws of 1997 (N.J.S.A.
40A:14-183 et seq.) to reward members of the Volunteer Fire Department
and Volunteer Ambulance Corps for their loyal, diligent, and devoted
services to the residents of River Vale.
The LOSAP shall provide for fixed annual contributions
to a deferred income account for each volunteer member that meets
the criteria set forth below; that such contributions shall be made
in accordance with a plan that shall be established by the Township
pursuant to state law; and that such plan shall be administered in
accordance with the laws of the State of New Jersey, the United States
Internal Revenue Code and this article.
The LOSAP shall provide for annual contributions
to each eligible member that meets the criteria as follows:
A. Volunteer Fire Department and Volunteer Ambulance
Corps: A year of service shall be credited under a Service Awards
Program for each calendar year in which an active emergency service
volunteer accumulates at least 100 points.
The LOSAP shall not provide for contributions
as credit for prior years of services prior to enactment of this article.
The amount of payment each year shall be as
follows:
C. For 2004 - 2005 and thereafter: $1,150.
The estimated cost of the program for this first
year has been calculated as follows (approximately 40 firemen/20 ambulance
corpsmen): 60 X $600 = $36,000.
Each active volunteer member shall be credited
with points for volunteer service provided to the Volunteer Fire Department/Volunteer
Ambulance Corps in accordance with the Schedules A and B attached
hereto and made a part hereof.
This article shall not take effect unless it
is approved by voters as a public question at the next general election.
