It shall be unlawful for any person or persons to use or operate unlicensed motor vehicles upon Township or Board of Education property as hereinafter defined.
As used in this chapter, the following terms shall have the meanings indicated:
LICENSED MOTOR VEHICLES
Refers to all vehicles required to be licensed by the State of New Jersey pursuant to state statute or regulation.
TOWNSHIP OR BOARD OF EDUCATION PROPERTY
Any parks; ball parks; recreation areas; lake, stream or reservoir areas; Township-owned street easements, sidewalks or areas dedicated or commonly used for nonmotorized bicycles or pedestrian traffic; Township storage facilities; Township garage areas; Board of Education properties; and any and all other Township and publicly owned lands and premises.
UNLICENSED MOTOR VEHICLES
Refers to, but is not limited to, any of the following: motorcycles, motor scooters, motor bicycles, dune buggies, trail bikes, minibikes, go-carts and any other vehicle designed for the transportation of the driver, passengers or products and propelled by an internal combustion engine or other type of engine.
A. 
It shall not be unlawful for any Township employee, School Board employee or other public employee to operate unlicensed or licensed motor vehicles on Township or Board of Education property for the purpose of maintenance, repair or otherwise engaging in public work on any of the lands described in § 245-2 above.
B. 
This chapter shall not apply to any recognized organization which has applied for and received approval from the Township Council, Board of Education or Board of Recreation Commissioners for specific privileges to use areas under the control of said Council or Boards for the purposes of having organized and supervised activities conducted thereon, subject to all requirements, rules and regulations which the appropriate body may from time to time adopt by resolution.
C. 
This chapter shall not apply to dedicated roads, streets or municipal parking lots which are governed by the state statutes, county resolutions or municipal ordinances.
Any unlicensed motor vehicle, as defined herein, which has been driven or used in violation of any provision of this chapter, may, upon issuance of a summons to the operator thereof and in order to prevent the further violation of the provisions of this chapter, be impounded and removed by the Township police in a conveyance to a place as may be from time to time designated by the Township Council and there shall be held until such unlicensed motor vehicle shall be retrieved by a person, who is at least 18 years of age, whether said person is the owner or is acting on behalf thereof.
For violation of any provision of this chapter, any person, upon conviction, shall be subject to the penalties in Chapter 1, General Provisions, Article I, § 1-14. Each and every day upon which a violation of any provision of this chapter occurs shall constitute a separate and distinct violation.
