[Adopted 11-6-1941 (Ch. 25, Art. I, of the 1967 Code ]
The definitions set forth in Chapter 151 of the Laws of 1941 (N.J.S.A. 4:19-15.1 et seq.) and constituting a uniform act relating to the licensing of dogs and kennels, among other things, are hereby adopted and approved.

The Chief of Police or the Animal Control Officer, as the case may be, is hereby designated as the official charged with the enforcement of the provisions of said Act.

A. 
The sum of $7 shall be paid annually for a dog license and every renewal thereof. In addition there shall be a statutory fee of $1.20, which shall be forwarded to the State Department of Health, as required by statute.

B. 
In addition to the above fees, there shall be collected for each dog licensed, an additional fee of $3 if such dog is not spayed or neutered, said fee to be forwarded to the State Department of Health Animal Population Control Fund, as required by statute.

C. 
As authorized by N.J.S.A. 4:19-15.3, Seeing Eye dogs, dogs used to assist handicapped persons and commonly known as "service dogs" and dogs used to assist deaf persons and commonly known as "hearing ear" dogs are exempt from the license fees provided for in this section.

A. 
The following fees shall be collected by the Animal Control Officer and forwarded to the Treasurer to be placed in a special fund for the enforcement of the provisions of N.J.S.A. 4:19-1 et seq. and this article:

For issuance of each individual dog license: the fee set forth in § 61-3.[1]

A late charge of $5 shall be collected for the issuance of dog license after January 31.

B. 
No more than five individual dog licenses shall be issued to any one person or for the keeping of more than five dogs at or upon any address, premises or plot of land within the Township of River Vale, except at duly licensed kennels. The keeping, maintaining or harboring of more than five dogs by any one person as set forth herein shall constitute a violation of this article, and the person or persons guilty thereof shall be liable to the penalties in Chapter 1, General Provisions, Article I, § 1-14.

All fees or other moneys collected shall be accounted for and paid over to the Treasurer as required by said Act, and the fees above provided shall be billed to the Township monthly, on properly approved vouchers, and paid by warrant of the Township out of such funds.

The Township Council may by resolution contract with a duly organized animal shelter for the seizure, impounding and care of dogs, in which instance such shelter shall be regarded as the "person appointed" for the specific purpose of seizure, impounding and caring for such dogs.
