A Length of Service Awards Program (LOSAP) is herewith created in accordance
with P.L. 1997, c. 388, to reward members of the Volunteer Fire Department of Seaside
Heights for their loyal, diligent, and devoted services to the residents of
the Borough of Seaside Heights.
The LOSAP shall provide for fixed annual contributions to a deferred-income
account for each volunteer member that meets the criteria set forth below;
such contributions shall be made in accordance with a plan that shall be established
by the Borough of Seaside Heights pursuant to P.L. 1997, c. 388; and said
plan shall be administered in accordance with the laws of the State of New
Jersey, the U.S. Internal Revenue Code, and this chapter.
The LOSAP shall provide for fixed annual contributions to each eligible
member that meets the criteria as follows:
A. Points schedule. "Calls" shall include fires, drills,
meetings and duty calls. Further, every two hours spent doing work at the
firehouse shall count as one call.

B. Any active member of the Volunteer Fire Department of
Seaside Heights, an active member being a member who attend 33 1/3% of
all calls in a calendar year, shall be eligible to participate in the LOSAP
immediately upon commencement of volunteer services with the Volunteer Fire
Department of Seaside Heights. An active member of the Volunteer Fire Department
must have five years of active volunteer service before the account established
pursuant to the LOSAP vests. Proof of any year or years of service during
which year or years a member had a 33 1/3% call response record within
the 10 years prior to the enactment of this chapter shall be counted toward
the five-year vesting period.
The estimated total cost of the program has been calculated at $69,000
for regular annual services, based on the Volunteer Fire Company bylaws which
provide for a maximum of 60 members.
Each active volunteer member shall be credited with points for volunteer services provided to the Volunteer Fire Department of Seaside Heights in accordance with the point schedule set forth in §
237-3A of this chapter.
The minimum contribution for each active volunteer member shall be $100
per year of active emergency service, and the maximum contribution for each
active volunteer member shall be $1,150 per year of active emergency service,
subject to periodic increases permitted pursuant to N.J.S.A. 40A:14-185.
A copy of this chapter, once approved by the voters pursuant to the
public question required by P.L. 1997, c. 388, shall be filed with the Division
of Local Government Services within 30 days of the date of the referendum.
