The following rules and regulations are to be observed at all regular
and special meetings of the Moosic Borough Council:
A. Any resident or taxpayer of the Borough of Moosic having
business before the Council of the Borough shall be required to register to
address the Council no later than at the close of business on the last regular
business day immediately prior to the next scheduled meeting.
B. Any resident or taxpayer of the Borough of Moosic having
business before the Council may register with the Secretary of the Borough
of Moosic, or his/her duly authorized representative, and shall then and there
be placed upon the meeting agenda for the next regular meeting, or special
meeting if their business deals with the issues to be then and there addressed,
by the Borough Council. The Borough Secretary, or an authorized representative,
shall require only the name and address of the individual wishing to address
the Borough Council, and shall keep charge of those registering to address
Borough Council.
C. During the public comment period at the meeting of the
Moosic Borough Council, those registered to address Council shall come forward
in the order they appear on the agenda, which shall be in the order their
request was received by the Secretary of the Borough of Moosic, and at that
time shall raise any and all business they have with the Council of the Borough
of Moosic.
D. All persons addressing the Council of the Borough of
Moosic shall come to the front of the Council chamber and address Council
from the microphone provided to the public for such purpose.
E. All persons addressing the Council of the Borough of
Moosic are requested to limit their remarks to a three-minute time frame,
whenever possible. Prior to commencement of public comment, the President
of the Council may place a time limit on those addressing Council when it
is deemed necessary. When a group of individuals are desirous of addressing
Council on a common concern, it is requested they appoint a representative
to address Council on the group's behalf.
F. Any person desirous of making an audio recording of a
meeting of the Council of the Borough of Moosic are authorized to do so as
long as it is done in such a fashion so as not to disrupt or interfere with
the meeting, nor with another audience members' participation at the meeting.
G. Any person or persons desirous of making a video recording
of a meeting of the Council of the Borough of Moosic are authorized to do
so from the rear of the meeting room, or along the side walls of said meeting
room, so as not to block or interfere with the conduction of business at the
meetings, the participation of any other member of the audience, nor block
any isle or doorway.
H. Any resident or taxpayer of the Borough of Moosic having
business before the Council who failed to register with the Secretary prior
to the preset deadline, or any nonresident of the Borough having business
before the Council, shall petition the Council for an opportunity to do so
after all preregistered participants have had an opportunity to address Council.
The President of the Council may recognize those not registered at that time,
if time allows, and their comments are related to the issue under consideration
at the meeting of the Council.
I. Any person who fails to conform with the rules and regulations
set forth herein shall first be requested to conform their conduct. If this
request is not complied with, the President of the Council may rule such person(s)
out of order, and order them from the meeting.
