The regular monthly meetings of the Borough
Council shall be held in the Borough municipal building at such time
and on such days as the Borough Council shall establish from time
to time by motion or resolution; provided, however, that in January
of each even-numbered year, such regular meeting shall be held in
addition to the organization meeting of the Borough Council which
shall be held on the day prescribed by law and which shall also be
treated as a regular meeting. Adjourned and special meetings may be
held at any time, under the conditions and circumstances prescribed
by law.

At each regular meeting of Council, the following
shall be the order of business:
J. Miscellaneous Council business.
Hereafter, any ordinance may be introduced,
considered and passed finally at one and the same meeting of Council,
with the exception of specific types of ordinances which, by law,
are to be introduced at one meeting and passed finally at another
meeting, following a specified lapse of time, in which case the law
shall prevail.
The rules of parliamentary practice contained
in Robert's Rules of Order shall govern the meetings of the Borough
Council in all cases in which they are applicable and in which they
are not inconsistent with any provision now or hereafter incorporated
into these bylaws and Rules of Order.
