No funds shall be expended by the town for the
purpose of printing for use at an Annual Town Meeting any publication
entitled, "Recommendations of the Finance Committee on the Articles
in the Town Warrant (as Dated)," or of similar title which contains
an article providing for the annual appropriation of funds for the
operating expenses of the town for a coming fiscal year, unless the
printed recommendations of such article is provided to the voters
in accordance with the following format:
A. Each item category for which an appropriation amount
is to be requested or recommended shall be listed in numbered lines
in groups by department in the same fashion as followed in 1993, except
that line item amounts (if any) shall be appropriately printed in
five columns of numbers, each being totaled at the bottom, as follows:
(1) The fifth, (rightmost column) shall be entitled, "FY
(affected fiscal year) FinCom recommended," and it shall include on
each line that amount of money that is recommended by the Finance
Committee (FinCom) for that line item as of the date of printing.
(2) The fourth, (second column from the right) shall be
entitled, "FY (affected fiscal year) Select Board Members Requests,"
and it shall include on each line that amount of money that is initially
requested as part of the formal budget printing as submitted to the
FinCom prior to the beginning of its public deliberation, for that
line item.

(3) The third column shall be entitled, "FY (appropriate
fiscal year) Adopted Appropriations," and it shall include on each
line that amount of money that was voted by the town the previous
year, for that line item.
(4) The second column shall be entitled, "FY (appropriate
fiscal year) Actual Expenditures," and it shall include on each line
that amount of money that was actually expended by the town for the
most recent fiscal year that has ended, for that line item.
(5) The first column from the left shall be entitled,
"FY (appropriate fiscal year) Actual Expenditures," and it shall include
on each line that amount of money that was actually expended by the
town for the second recent fiscal year that has ended, for that line
item.
