Notwithstanding any other bylaw to the contrary,
the Select Board may grant nonexclusive easements for utilities, including
electric, telephone, television and other communications services,
water and sewage in the public way and nonexclusive easements for
such purposes of less than 1,000 square feet over town-owned property,
provided that any easement involving water or sewer installations
or extensions or other action affecting public health shall require
a public hearing and a recommendation from the Planning Board, Board
of Health and Conservation Commission.
