A. 
The Sheriff, any Deputy Sheriff and any person designated with such authority by the Sheriff may issue a citation to any person violating any provision of this Code or § 21-1003 of the Transportation Article of the Annotated Code of Maryland. The offender, upon the issuance of the citation, may:
(1) 
Pay the fine as indicated on the citation either by mailing the amount to the address indicated on the citation or depositing such fine in the County Treasurer's office or other such places indicated as a depository; or
(2) 
Elect to stand trial before the Maryland District Court by indicating the intention to do so in the appropriate space on the citation and mail his/her copy to the County Treasurer's office at least five days prior to the date of payment as set forth in the citation.
B. 
A person may not violate his/her written promise to appear in Court unless the fine is paid in advance of the trial. If a person fails to appear as promised, the Court shall issue a warrant for his/her arrest.
