The County Commissioners, by resolution, may from time to time adopt or amend or supplement regulations and disposal fees to be known as "Kent County Septage Regulations."

No person shall engage in the business of cleaning and emptying chemical toilets, septic tanks, seepage pits, privies, private sewage treatment facilities and watertight holding tanks or any other sewage disposal facility without obtaining a license from the Director of Public Works.
The license required by § 136-2 shall be issued upon completion of an application and the payment of the license permit fee as may be established from time to time by resolution of the County Commissioners.[1]

A. 
All solid and liquid contents removed from chemical toilets, septic tanks, seepage pits, privies, private sewage treatment facilities and watertight holding tanks for septic tank effluent in Kent County shall be disposed of by discharge into the septage receiving lagoon located at Worton, Maryland. No disposal of the same shall be made by land application in Kent County.
B. 
No solid or liquid contents removed from chemical toilets, septic tanks, seepage pits, privies, private sewage treatment facilities or watertight holding tanks outside of Kent County shall be disposed of or discharged in Kent County.
Any person violating the provisions of this chapter or the regulations adopted pursuant hereto shall be guilty of a misdemeanor and subject to a fine of not more than one thousand dollars ($1,000.) and imprisonment of not more than ninety (90) days.
