No development shall occur without first obtaining a permit from the
Planning Office. This permit shall not be valid until all applicable federal
or state permits are obtained.
Applications for a building permit shall contain, at a minimum, the
following information:
A. Name, address and phone number of applicant.
B. Name, address and phone number of property owner, if
different than agent.
C. Name, address and phone number of contractor.
D. Legal description of site location.
E. Proposed uses for the site.
F. Type, dimensions and estimated cost of development/improvement
proposed.
G. Site characteristics and improvements.
H. Site plan drawn to scale which shows:
(2) Size and location of existing and proposed structures
or alterations.
(4) Elevation contours in mean sea level (NGVD).
(5) Delineation of the one-hundred-year flood elevation and
boundary.
(6) Proposed elevation of the lowest floor and method of
elevation, if applicable.
I. A signed agreement stating that the applicant will supply
an elevation certificate completed by a registered, professional engineer
or surveyor.
J. For additions and improvements, market value or assessed
value of structures before improvement.
K. Nonconversion agreement, where applicable.
General permits shall be granted only after determining that the proposed
development will be in compliance with this chapter.
The condition design criteria, hazard class and danger reach of the
dam shall be considered when reviewing development downstream of existing
or proposed dams. Development within the dam break flood wave shall be denied
unless the dam meets the standards for a high hazard dam.
A conditional permit may be issued for garages and accessory structures
less than six hundred (600) square feet in size, provided that:
A. The structure is incidental to the primary structure.
B. It is used solely for limited storage and parking of
vehicles.
C. The floor of the structure is constructed at or above
grade.
D. The structure is located, oriented and constructed so
as to minimize flood damage.
E. The structure is firmly anchored to prevent flotation.
F. The structure meets the requirements of §
182-13 of this chapter.
A record of all floodplain permits shall be maintained and be available
upon request by the Federal Emergency Management Agency or its authorized
agent (Water Resources Administration) during periodic assessments of this
community's participation in the National Flood Insurance Program. All
documents needed to support and permit action, such as elevation certificates,
map amendments or revisions and variance actions, shall be available for review
during these assessments.
For subdivisions in the nontidal floodplain, the applicant shall submit
a plan which demonstrates that all building sites are located outside of the
one-hundred-year floodplain and that the floodplain areas are protected in
the natural state.
