A. 
The owners of improved or unimproved property abutting any public street or road within the Borough shall remove all snow and ice from the full width of sidewalks abutting their respective property within 24 hours after any snowfall or accumulation of ice occurs. In the event that ice may be so frozen as to make removal impracticable, the owners of the abutting property shall cause the sidewalks to be thoroughly covered with sand or ice melting materials within 24 hours after the accumulation of such ice. Under no circumstances shall rock salt be used on sidewalks.
B. 
The owner of any multi-unit residence, facility, or development; commercial property; office building; shopping center or any other property in the Borough to which the public is invited for business purposes shall remove all snow and ice from the driveways, parking areas, walkways, steps, and fire hydrants located upon such property within 24 hours after any snowfall or accumulation of ice occurs. In the event that ice may be so frozen as to make removal impracticable, the owner shall cause the walkways and steps to be thoroughly covered with sand or ice melting materials within 24 hours after the accumulation of such ice. Under no circumstances shall rock salt be used on sidewalks.
A. 
In the event of a violation of the provisions of § 205-27 of this article, the Borough may undertake the removal of all snow and ice from any sidewalk abutting a public street or road, and the Borough may undertake the removal of all snow and ice from driveways, parking areas, walkways, steps and fire hydrants located upon any garden apartment development, nursing home, office building, shopping center or any other property within the Borough to which the public is invited for business purposes. In such event, the cost of such removal shall be certified to the Borough Council by the Superintendent of the Borough Department of Public Works. The Borough Council shall examine such certificate and, if found to be correct, shall cause such cost to be billed to the owner of such abutting premises or to the owner of any other premises mentioned in § 205-27 as to which snow and ice removal work has been performed by the Borough as such owner appears from the latest Borough tax records.
B. 
Unless promptly paid, such cost shall be charged against such premises and be added to and be part of the taxes next to be levied and assessed thereon, and enforced and collected with interest by the same officers and in the same manner as those penalties collected as set forth under § 205-31 herein.
C. 
The provisions of this section shall not relieve any owner, tenant or occupant of any penalty under § 205-31 of this article.

No person, including the owner, tenant, or occupant (including its designee, contractor or hire of such person) of any premises abutting on any street shall throw, place or deposit upon any sidewalk, road, or street in the Borough any snow or ice which has accumulated within the private property of such person, owner, tenant, or occupant.
A. 
Owners of property shall maintain all sidewalks, brick and concrete. They shall be kept free of hazardous cracks, heaving of brick and shall be kept free of grass and weeds and any obstructions dangerous for pedestrian traffic.
B. 
No person shall obstruct the sidewalk areas as to endanger public passage in any manner, including public access.
C. 
The Mayor and Council shall designate special areas for park benches, trash containers and planters. No person shall place any of the aforementioned without express consent of the Mayor and Council.

Any owner, tenant or occupant who fails to comply with any requirement of this article shall, upon conviction, be subject to a fine not to exceed $1,000 for each and every offense, and every day that a violation of this article continues shall be considered a separate offense.

All members of the Chester Police Department, the Superintendent of the Borough Department of Public Works, the Zoning Officer, and the Code Enforcement Officer are authorized to file complaints for violations of this article.
