Each and every property owner who shall tap on or connect with the sanitary sewer system operated by the Borough of Punxsutawney shall be required to obtain and pay for a Borough permit for such tap-on or connection.

The Borough Council shall have ultimate responsibility for management of the sewer system, and it shall issue such rules and regulations governing the use, operation and maintenance of the sewer system as, from time to time, shall be deemed necessary.
The Borough shall collect and receive all such sanitary sewer permits and charges prescribed by this Part 3. All such money shall be deposited to the credit of a special fund, to be designated the "Punxsutawney Borough Sewer System Fund" pursuant to the terms of the aforesaid agreement of lease, which shall be a separate and distinct fund of the Borough of Punxsutawney.

Any person violating any provision of this Part 3, upon conviction before the District Justice, shall be guilty of a summary offense and shall be subject to pay a fine not to exceed the maximum fine of $300, plus costs of prosecution, or to undergo imprisonment for a term not exceeding 90 days, or both.
