A. 
Where the appointment of members to authorities, boards or commissions is vested in the City of Scranton's governing body, such member or members shall be appointed by resolution by the Mayor. All appointment resolutions shall be submitted by the Mayor to Council at least 48 hours prior to Council's next meeting. Council shall place the appointment resolution on its agenda for introduction within 30 days of receipt of the appointment resolution, and Council shall have 35 days after placing the resolution on its agenda to approve or reject the resolution. If Council fails to act on the resolution within this time period, the appointment resolution will automatically become law.
B. 
The Mayor shall submit the appointment resolution to Council within 30 days of the expiration of an individual's term. If the Mayor fails to submit the resolution within that time period, then Council shall fill the vacancy by resolution.
C. 
Nothing in this section shall later, modify or affect Council's authority to appoint to various boards and commissions when the appointment power traditionally has been vested in Scranton City Council.
