There shall be compulsory retirement of each regular and reserve fireman in the service of the Bureau of Fire, Department of Public Safety, who shall have reached the age of sixty-five (65) years.

A. 
If for any reasons of economy or lack of funds it becomes necessary for the city to reduce the number of employees of its Bureau of Fire, then the city shall follow the following procedure:
(1) 
If there are any employees in the Bureau of Fire who have reached the age of sixty-five (65) and are eligible for retirement under the terms of the Fire Pension Fund of the city then such reduction in number shall be made by retirement on pension of all the oldest in age.
(2) 
If the number of employees in the Bureau of Fire who have reached the age of sixty-five (65) and are eligible for retirement under the terms of the Fire Pension Fund of the city is insufficient to effect the reduction in number desired by the city, then the reduction shall be effective by suspending the last person or persons, starting with probationers, that have been appointed. Such removal shall be accomplished by suspending in numerical order, commencing with the last person appointed, all recent appointees until such reduction has been accomplished.
B. 
Whenever the number of employees in the Bureau of Fire shall be again increased in number, or if any vacancies may occur, the employees suspended under the terms of this section shall be reinstated to their former class, before any new appointees are appointed, in the reverse order of which they were suspended.
