A. 
The City Controller shall set up a special account in the Department of the Treasury, to be designated the "Alcoholism and Drug Abuse Fund."
B. 
All funds received by the city for the Alcoholism and Drug Abuse Council of Northeastern Pennsylvania shall be deposited by the Treasurer and records kept and paid in the City Controller's office to the aforementioned Alcoholism and Drug Abuse Fund of the Department of City Treasury.
