The City of Scranton is hereby authorized to charge and collect a reinspection fee of $50 per inspector, per hour, to cover the expense of reinspection of properties and grounds within the City of Scranton necessary to assure compliance with the Standard Building and Fire Prevention (BOCA) Codes of the City of Scranton, Chapter 445, Zoning, and other building regulations authorized by law or ordinance to prevent blight, maintain the public health and safety and ensure that structures and ground are properly maintained.
The Directors of the Department of Community Development, the Master Code Official of said Department, and the Superintendent of Fire are hereby authorized to establish time records necessary for the determination and collection of the said reinspection fee to be paid over to the City Treasurer, and by him placed into the General Fund of the City of Scranton.
Any person who shall fail to pay the reinspection fee after notice thereof shall pay a fine of $300 plus costs, in addition to the reinspection fee, and, in default thereof, be sentenced to imprisonment for 90 days. The Director of Community Development, the Master Code Official and the Superintendent of Fire, or their designees, are hereby authorized to seek attorneys' fees and costs for collecting municipal claims permitted by law or ordinance, should the city elect to utilize its civil remedies.
