As the sewer system of the Swatara Township Authority in the Lawnton-Oakleigh Sewer District is constructed and sewer service becomes available, each and every owner of improved property in said sewer district abutting on or adjoining any street, alley, lane or other public highway in which there is a sewer, is hereby required to connect his, her or its premises therewith, without delay.
As from time to time sewer service becomes available to additional properties within the Lawnton-Oakleigh Sewer District by reason of improvements of properties abutting on or adjoining any street, alley, lane or other public highway in which there is a sewer, or by reason of the extension of the sewer system so as to make sewer service available to additional improved properties, each and every owner of such additional property shall likewise be required to connect their premises with the sewer of the Authority without delay.
If, after the expiration of three months from the date of completion of the construction of the sewer system of the Authority, any owner of improved property abutting on or adjoining any street, alley, lane or other public highway in which there is a sewer shall have failed to connect therewith, the Board of Commissioners of Swatara Township may give such owner 45 days' written notice of this Part 1, either by personal service or by registered mail sent to the last known address of such owner, and upon the failure of such owner to make the required connection within a further period of 30 days, the said Commissioners or their agent may enter upon the property of such owner and make such connection. In such case, the said Commissioners shall forthwith upon completion of the work, send an itemized bill of the cost of construction of such connection to the owner of the property to which connection has so been made, which bill shall be payable forthwith, and in case of the neglect or refusal of the owner of said property to pay said bill, the said Commissioners may collect the same by an action in assumpsit or the said Township Commissioners may file a municipal lien for said construction within six months of the date of the completion of the construction of said connection, the same to be subject in all respects to the general laws providing for filing and recovery of municipal liens. In the event that sewer service becomes available to additional properties as provided in § 231-2 and the owner of any such property shall fail to connect his, her or its premises with the sewer of the Authority within three months after such service becomes available, the Board of Commissioners of Swatara Township may likewise give such owner 45 days' written notice of this Part 1 and upon failure of such owner to make the required connection within a further period of 30 days, the said Commissioners, or their agents, may enter upon said property and make such connection and collect the costs thereof from such owner as hereinabove provided.

If after the expiration of three months from the date of completion of the construction of the sewer system of Authority or if after the expiration of three months from the date sewer system service becomes available to additional properties as provided in § 231-2, any owner shall have failed to connect his, her or its property with the sewer of the Authority as required by § 231-1 or 231-2, the Board of Commissioners of Swatara Township may give such owner 45 days' written notice of this Part l, either by personal service or by registered mail sent to the last known address of such owner and if such owner shall have failed to make the required connection within further period of 30 days, such failure shall be and is hereby declared a violation of this Part 1 and such owners shall upon conviction therefor forfeit and pay to the use of the Township of Swatara a sum not exceeding $600 for each 30 days or fraction thereof such violation shall persist and costs of prosecution; such sum shall be collected in the manner prescribed by law; and/or to imprisonment for a term not to exceed 90 days. The sum herein forfeited shall be considered a penalty.
At the expiration of three months after the construction of the said sewer system in the Lawnton-Oakleigh Sewer District of Swatara Township has been completed, it shall be unlawful for any person, firm or corporation to own, maintain, operate, or use within said Sewer District a privy, cesspool, septic tank or like receptacle for human excrement, upon any property now or hereafter improved which abuts on or adjoins any street, alley, lane or other public highway in which a sewer is originally constructed or in which a sewer shall be constructed by reason of the extension of the sewer system; or to connect any such privy, cesspool, septic tank or like receptacle with any such sewer.
Any person, firm or association violating § 231-1 of this Part 1 after 45 days' notice to that effect has been given by the Township Commissioners by registered mail to the last known address or by personal service, shall, upon conviction therefor, forfeit and pay to the use of the Township of Swatara a sum not exceeding $600 for each 30 days or fraction thereof such violation shall persist and the costs of prosecution; such sum shall be collected as prescribed by law; and/or to imprisonment for a term not to exceed 30 days. The sum herein forfeited shall be considered a penalty.
