A Water and Sewer Resource Panel is hereby established, which shall consist of the persons then serving as members of the Warwick Township Water and Sewer Authority, who shall serve on said Panel so long as they continue to serve as members of said Authority.
Members of the Water and Sewer Resource Panel shall serve without compensation; provided, however, that the Board may authorize reimbursement of expenses actually and necessarily incurred in the performance of a Panel member's duties.
The duties and responsibilities of the Water and Sewer Resource Panel shall be as follows:
A. 
To serve as a resource and advisory panel for the Board in matters relating to the provision of water and sewer facilities for the Township.
B. 
To collect information regarding the availability of water resources within the Township.
C. 
To collect information regarding various methods of on-site sewage disposal.
D. 
To collect information regarding various methods of off-site sewage disposal.
E. 
To review information regarding the relationship between provision of pure water and safe disposal of sanitary sewage.
F. 
To review whether water facilities and/or sewage disposal systems to be constructed in conjunction with land development should be required to be dedicated to the Township and to report regarding the same to the Board.
G. 
To perform such other duties in connection with water and sewer facilities as the Board shall from time to time request.
The Water and Sewer Resource Panel shall be only an advisory panel of the Board. The Panel shall have no authority to set official policies for the Township nor to legally bind the Township in any manner whatsoever.
