A. 
As used in this part, the following terms shall have the meanings indicated, unless a different meaning clearly appears from the context:
APPLICANT
A person who applies for water service.
AUTHORITY
The Washington Township Municipal Authority; a body corporate and politic organized under the Municipality Authorities Act of 1945, as amended,[1] and incorporated by the Township of Washington on February 11, 1993.[2]
AUTHORITY SERVICE LINE
The part of the water system extending from a main to the curb stop located approximately two feet behind the curb or at or near the property line at a depth of approximately four feet below final grade.
CURB BOX
A structure which permits access to the curb stop.
CURB STOP
A device placed on a service line generally at the property line which serves as a shutoff valve, to be operated by Authority personnel.
CUSTOMER
Any person who receives water service from the Authority.
CUSTOMER SERVICE LINE
Water service extension from the curb stop to the inside wall of the premises, including the shutoff valves inside the wall at the meter.
EXTENSION OF SERVICE
Providing facilities which connect the system to one or more premises not previously connected.
IMPROVED PROPERTY
Any property within Washington Township upon which there is erected a structure intended for continuous or periodic habitation, occupancy or use by human beings or animals.
INDUSTRIAL ESTABLISHMENT
Any improved property located within Washington Township and used or intended for use, wholly or in part, for the manufacturing, processing, cleaning, laundering or assembling of any product, commodity or article.
LAND DEVELOPMENT and/or SUBDIVISION
The meaning ascribed to these terms by the Washington Township Zoning and Subdivision and Land Development Ordinances,[3] and in default thereof, the definition ascribed to these terms by the Pennsylvania Municipalities Planning Code, Act of 1988, Dec. 21, P.L. 1329, No. 170, § 7, as amended.[4]
LOT
A designated parcel, tract or area of land established by a plat or otherwise as permitted by law and to be used, developed or built upon as a unit.
MAIN
Any pipe or conduit constituting a part of the water system used or usable for water distribution purposes.
MAIN EXTENSION
Extension of service requiring additional water main construction.
METER
A device for measuring the quantity of water used.
METER CHARGE
The charge, set forth in the Authority's schedule of rates and charges,[5] for the initial meter provided and installed by the Authority.
OWNER
Any person vested with ownership, legal or equitable, sole or partial, of any improved property.
PERSON
Any individual, partnership, company, association, society, trust, corporation, municipality, municipal authority or other group entity.
PREMISES
A single billable premises shall be the property, building or other site to which water is furnished, comprising, but not limited to, the following:
(1) 
A building under one roof occupied by one person;
(2) 
A nonresidential building under one roof occupied by more than one person;
(3) 
Each combination of nonresidential buildings owned by one person or leased and occupied by one person and served by a single service line;
(4) 
Each side of a double house, townhouse, condominium unit, apartment or trailer site, having private water-using facilities; or
(5) 
Such other situations as the Authority shall deem applicable.
PROPERTY OWNER
The person in which name the deed for a property resides.
PUBLIC WATER SYSTEM
All facilities, as of any particular time, for production, transmission, storage and distribution of water in Washington Township, owned by the Authority for maintenance, operation and use.
SCHEDULE OF BENEFIT CHARGES
The schedule of tapping fees or benefit assessments adopted by the Authority.[6]
SERVICE
Furnishing or readiness to furnish water for any purpose, including the extinguishment of fires.
SERVICE LINE
The entire pipeline including the Authority's service line and the customer's service line.
SPECIFICATIONS FOR WATER SYSTEM CONSTRUCTION
The Authority's published specifications which outline methods of installation, materials and testing and disinfecting requirements.
SYSTEM
The Authority's water supply, transmission and distribution facilities, in whole or in part.
TAPPING FEES
The initial charges set forth in the Authority's schedule of rates and charges[7] for system facilities.
TENANT
A person who leases or rents premises.

In this part, the singular shall include the plural, the plural shall include the singular, and the masculine shall include the feminine and neuter.
