It is the policy of the Township of Bloomfield
that the parking or placing of portable storage containers, trailers,
commercial-type truck bodies, including any truck body commonly used
for the haulage of goods and materials, whether or not such truck
body, trailer or container remains on wheels (hereinafter collectively
referred to as "trailer"), is prohibited in the Township of Bloomfield.

Temporary trailer permits may be issued by the
Construction Official under the following conditions:
A. Emergency use in residential zones by any Township resident whose regular residence within the Township has been so destroyed/damaged by fire or other catastrophe as to be unsuitable for dwelling purposes, but is being rebuilt or repaired to restore it to habitable condition; provided, however, that no temporary trailer permit shall be issued for this purpose for a period exceeding either the time necessary to restore the damage/destroyed residence or six months, whichever first occurs. If the emergency is not abated within six months, a permit can be obtained as outlined in Subsection
B and/or
C below as long as the requirements of that subsection are met. Any application for a permit under this section shall be accompanied by a processing fee of $40.
B. Use in connection with construction, provided that
the trailer shall not be used for residential purposes (to live in),
and the permit shall be valid for a period not to exceed six months.
If construction continues beyond six months, the permit must be renewed
for another six-month period. Any application for permit and/or a
renewal(s) under this section shall be accompanied by a processing
fee of $150. A permit under this section shall only be granted with
a valid unexpired construction permit.
C. For storage in all zones for a period not to exceed
30 calendar days. Any application for a permit under this section
shall be accompanied by a processing fee of $40. Said use may be extended
for an additional 30 calendar days. Any application for a permit to
extend the use for an additional 30 calendar days shall be accompanied
by a processing fee of $75. Use of a trailer under this section shall
not be permitted beyond 60 calendar days consisting of an original
thirty-day permit, and one thirty-day extension.

Each temporary permit shall be for only one
trailer, and no more than one temporary permit shall be issued for
each parcel of land or business, unless otherwise authorized by the
Construction Official. If more than one temporary permit is issued,
the appropriate processing fee must be paid for each permit. Each
temporary permit shall be valid only for so long as the particular
use permits, and upon the expiration thereof, the trailer shall be
removed from the premises forthwith.
Any trailer currently existing upon private
property upon adoption of this chapter which otherwise violates the
provisions of this chapter shall not be considered a violation of
the provisions of this chapter until two months following the effective
date of this chapter, after which time any such use shall be considered
a violation. It is the intention of this section to give all property
owners sufficient time to remove any trailer before being in violation
of the terms of this chapter.
No advertising signs or other advertising devices
shall be permitted on the trailers being used. Except that this section
shall not apply to the name, phone number, and address of company
that owns the trailer.
The storage of all flammables is prohibited
unless approved in writing by the Fire Chief.
Every trailer for which a temporary permit has
been issued shall, at all times, be subject to examination and inspection
within reasonable hours by any Township official, officer or agent
in the course of their duties.
No permit issued pursuant to this chapter shall
be transferable to any other person or entity.
Temporary permits requested or issued pursuant
to this chapter may be denied or suspended for failure to comply with
this chapter or other applicable ordinances of the Township of Bloomfield
or any other pertinent state or county law or regulation. The Township
of Bloomfield shall not refund the application fee to the person whose
temporary permit has been suspended. If a permit has been denied,
the application fee shall be refunded.

Any person or owner who violates any provision of this chapter shall, upon conviction thereof, be subject to the penalties provided in §
1-15 of this Code.
