The Lancaster Area Sewer Authority (LASA), an authority existing under the provisions of the Pennsylvania Municipality Authorities Act 53 (Pa. C.S.A. § 5601 et seq.) [the "Authorities Act"], as amended and supplemented, has prepared these Rules and Regulations to provide the public within the Authority's service area with the requirements to apply for access to the Authority's system and use of the system.
A. 
The Rules and Regulations of the Lancaster Area Sewer Authority are authorized by Section 5610(e) of the Authorities Act, which states that "The board shall have full authority to manage the properties and business of the authority and to prescribe, amend and repeal bylaws, rules and regulations governing the manner in which the business of the authority may be conducted and the powers granted to it may be exercised and embodied." These Rules and Regulations have been duly approved by a majority of the LASA Board at a publicly announced meeting of the Board of the Lancaster Area Sewer by resolution.
B. 
These Rules and Regulations are also authorized by the Bylaws of the Lancaster Area Sewer Authority, as amended and restated December 19, 2002, Section 1.2 (Powers and Purpose) and Section 2.8 (i and j) (Powers and Duties of Board - Rules and Regulations and Charges).
