The Board of Trustees hereby finds that the best interest of the village
requires that there be effective regulation over the posting and distribution
of handbills, notices, placards and similar items. Such control is necessary
in order to protect the aesthetic environment of the village and to prevent
the unnecessary accumulation of such materials on the streets and other places
in the village.
Any person who violates the provisions of this chapter shall be liable
to pay a penalty not to exceed $250 or a period of imprisonment not exceeding
15 days, or both such fine and imprisonment, for each such violation.
